ARTCC RADAR CTLR ALLOWED AN ACR TO PENETRATE THE ADJOINING CTLR'S AIRSPACE WITHOUT A RADAR HDOF. DATA CTLR FOUND ACTIVE OPERATIONAL BAY CTL STRIP AFTER BUSY TFC SESSION AND QUESTIONED RADAR CTLR OF STATUS.
ACR X WAS PLACED IN HDOF TO ME 40 MI S SIE; INSIDE MY SECTOR BOUNDARY (LATE). I ACCEPTED THE ACFT; POINTED HIM OUT TO ADJACENT SECTORS; COORDINATED WITH SECTOR BELOW FOR HIS DSCNT WITH TURNS. I HAD SECTOR 34 TURN HIM BACK TO THE S TO GET HIM DOWN; AND DSNDED HIM WHEN HE CHKED ON MY FREQ. I HAD HANDED HIM OFF TO THE NEXT SECTOR; SO I SWITCHED HIM. SUPPLEMENTAL INFO FROM ACN 390607: RADAR HDOF NOT MADE TO NEXT SECTOR. ACFT PROCEEDED THROUGH NEXT SECTOR. ONCE DISCOVERED; COORD WAS MADE AND HDOF AND FREQ CHANGE MADE. SUPPLEMENTAL INFO FROM ACN 390446: I WAS WORKING THE DATA POS. AFTER A BUSY PERIOD DURING WHICH I WAS INVOLVED WITH COORD DUTIES I NOTICED A FLT PROGRESS STRIP IN OUR ACTIVE BAY WHOSE TIME INDICATED THAT IT SHOULD ALREADY HAVE PROGRESSED OUR SECTOR. I INITIATED HDOF TO THE NEXT SECTOR; BUT COULD NOT LOCATE THE DATA TAG ON OUR RADAR SCOPE. UPON ASKING THE RADAR CTLR HE REPLIED THAT THE ACFT WAS ALREADY GONE. I ASKED HIM TO EXTEND HIS RADAR RANGE AND WE FOUND THE ACFT HAD PROGRESSED WELL INTO THE NEXT CTLR'S AIRSPACE WITHOUT A HDOF. PERHAPS THE SIT COULD HAVE BEEN AVOIDED BY THE TIMELY PLACEMENT OF A HDOF PERSON OR BY HAVING A FULL TIME FPL CTLR WORKING THE R SIDE.
