RPTED LOSS OF SEPARATION REQUIRING TCASII RA CLB FROM FL330 TO AVOID APPARENT OPPOSITE TFC ALSO AT FL330.
AT FL330 I HEARD NUMEROUS ACFT BEING GIVEN WRONG ATC INSTRUCTIONS. THIS CONCERNED US ALL. BAQ ATC HAD NO IDEA OF WHAT WAS GOING ON. OVER BAQ VOR I GOT TCASII ALERT SHORTLY FOLLOWED BY RA TO CLB/MONITOR VERT VELOCITY. THEN I SAW THE ROTATING BEACON OF ANOTHER ACFT; DISCONNECTED AUTOPLT AND BEGAN A CLB. OTHER ACFT PASSED BELOW US AT FL330 WHILE WE HAD CLBED TO FL340. ADVISED BAQ CTL OF A NEAR MISS BUT THEY WOULD NOT ACKNOWLEDGE THAT ANYTHING HAD HAPPENED. NUMEROUS ACFT CALLED US ON FREQ 130.55 TO EXPRESS THEIR CONCERN. NOTHING I SAID TO BAQ CTL GOT ACKNOWLEDGED THAT AN EMER SIT HAD OCCURRED. THESE PEOPLE DON'T HAVE A CLUE AND ENDANGERED MY ACFT. I AM CONFIDENT THAT WITHOUT TCASII MY ACFT AND PAX COULD HAVE BEEN GRAVELY AFFECTED. PLEASE CHK WITH OTHER PLTS AS TO THE CONCERN WE ALL FELT. THANK YOU. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: FLT CONDITIONS WERE VMC WITH UNLIMITED VISIBILITY. RPTR WAS UNABLE TO IDENT THE CONFLICTING TFC VISUALLY OR THROUGH ATTEMPTED RADIO CALLS. THE RPTR INDICATED THE FACILITY HAS RADAR BUT THAT IT WAS NOT IN USE AT THE TIME AND STATED THAT ON A RECENT FLT IT WAS USED AND INDICATED THAT MORE CTLRS MIGHT BE CHKED OUT ON IT. RPTR INDICATED THE TFC PASSED ABOUT 700 FT DIRECTLY BELOW HIS ACFT ON A XING COURSE BUT AT THE CORRECT ALT FOR DIRECTION OF FLT.
