CITATION ULTRA CPR ACFT ON APCH UNDER CLASS B AIRSPACE HAS TFC CONFLICT WITH A C172; BUT NOT A NMAC.
AFTER STARTING THE LOC BACK COURSE APCH THE APCH CTLR CALLED TFC THAT WAS INTERMITTENT MODE C AT 12 O'CLOCK POS. OUR TCASII HELD A TARGET AT 4 MI WITH INTERMITTENT ALT DISPLAY. WE CONTINUED OUR APCH AND SAW THE PLANE INSIDE 1 MI AND HAD A READOUT OF -400 FT ON TCASII. WE SAW HIM PASS UNDER OUR L WING. WE WERE THEN TURNED OVER TO EXECUTIVE TWR AND HEARD THE OTHER PLANE COMPLAINING THAT A 'CITATION JUST FLEW OVER ME.' I CALLED THE TWR ON THE PHONE AFTER LNDG AND ASKED THEM TO TRY TO VECTOR LCL TRAINING FLTS AWAY FROM THE APCH AND DEP ROUTES. THEY SAID THAT WAS A GOOD IDEA. WE HAVE HAD MEETINGS WITH THEM ON THE SUBJECT. THE LAST ONE; LAST FALL; INCLUDED FAA FROM JAX AND MIA AS WELL AS LCL CTLRS. THEY SAID NO FIX IS AVAILABLE BECAUSE THE CLASS B AIRSPACE IS 'THERE' AND NOTHING CAN BE DONE. I DON'T BELIEVE VFR TRAINING SHOULD BE CONDUCTED BENEATH CLASS B AIRSPACE. VFR ROUTES IN AND OUT SHOULD BE ESTABLISHED THAT DON'T CONFLICT WITH IFR ARR AND DEP. ORLANDO SAYS THERE IS NO WAY ANYTHING CAN BE DONE THERE. WE JUST HAVE TO BE CAREFUL AND LOOK OUT FOR OURSELVES. IF WE RESPOND TO A TCASII ALERT BY CLBING WE WILL BE IN CLASS B AND A THREAT TO COMMERCIAL TFC THAT WILL HAVE TO RESPOND TO THEIR TCASII. SO WE HAVE TO JUST HOPE WE CAN ACQUIRE VISUAL IN TIME TO TURN AWAY. THIS IS THE SECOND OCCURRENCE IN ORLANDO THIS YR BY OUR COMPANY.
