AN FAA BEECH-300 SUPER KING AIR CROSSES THE HOLD LINE TO RWY 6-24. FAA FO CITES LACK OF PROPER SIGNAGE AND TAXI INSTRUCTIONS.

Narrative

ON MAR/WED/98; I WAS SIC AND PNF ON A BE300 FAA FLT INSPECTION KING AIR. WE WERE DEPARTING ROA; VA; ON AN IFR FLT PLAN TO CONDUCT A FLT INSPECTION MISSION AND LNDG AT CRW; WV. AFTER RECEIVING OUR IFR CLRNC AND REQUESTING TAXI; GND CTL CLRED US TO TAXI TO RWY 24. I WAS PNF AND IN THE R SEAT. I OBSERVED BEFORE TAXI THAT THE PF HAD THE ARPT DIAGRAM CHART OUT AND REVIEWED IT. WE DEPARTED THE RAMP ON TXWY D AND TURNED R ON TXWY A. TXWY A BLENDS INTO THE CARGO RAMP IN FRONT OF THE OLD TERMINAL AND TXWY G IS JUST PAST THE CARGO RAMP. I WAS TEMPORARILY DISTRACTED AND THEN I NOTICED THAT THE PF WAS STOPPING THE ACFT AND MOMENTARILY THEREAFTER THE GND CTLR ADVISED US TO HOLD SHORT OF THE RWY. WE HAD PASSED THE HOLD SHORT LINE; BUT HAD NOT PASSED THE RWY EDGE LINE. WE WERE THEN CLRED TO MAKE A '180 DEG TURN' AND TAXI TO RWY 24 VIA TXWY G. WE DID A 180 DEG TURN AND CONTINUED TO TAXI TO RWY 24. AT NO TIME DID ANY PART OF THE ACFT PASS OVER THE RWY EDGE LINE. APPROX 10 MINS AFTER TKOF; ROA APCH CTL ADVISED US TO CONTACT ATC AFTER LNDG FOR POSSIBLE PLTDEV. WE HAD AN AIRWAY FACILITY PERSON DRIVE US DOWN TXWY A TO TXWY G SO WE COULD REVIEW THE TAXI MARKINGS. THE FOLLOWING IS A LIST OF FACTS AND SAFETY RECOMMENDATIONS THAT MAY HELP PREVENT FUTURE PROBS. WE WERE CLRED TO TAXI TO RWY 24. IT MAY HELP TO ALERT THE PLT IF GND CTL ISSUED CLRNC VIA TXWY A R ON TXWY G. THE TXWY EDGE DASHED MARKING THAT DEFINES THE EDGE OF THE TXWY AND THE CARGO RAMP ARE FADED. THESE MARKINGS ARE PROBABLY INVISIBLE IN WET/NIGHT CONDITIONS. THE TXWY G SIGN IS LOCATED ON THE L SIDE OF TXWY A PRIOR TO THE SHORT TXWY G THAT LEADS TO RWY 15/33. ONE ARROW POINTS TO THE L AND ONE TO THE R; BUT YOU MUST TAXI PAST THIS AREA TO MAKE A R TURN ON TXWY G. IF THE ARROW POINTING TO THE R WAS A DIAGONAL ARROW IT MAY HELP ALERT THE PLT. THERE IS NO TXWY G SIGN TO THE R SIDE OF TXWY A. THIS WOULD CERTAINLY HELP DESIGNATE THE TXWY. LARGE ACFT PARKED ON THE CARGO RAMP NEAR THE INTXN AT TXWYS A AND G RESTRICT THE VIEW TO THE R AS YOU APCH THE INTXN. SURFACE PAINTED TXWY DIRECTION SIGNS WOULD HELP IDENT TXWY G PER AERONAUTICAL INFO MANUAL; SECTION 2-3-4; PARAGRAPH F. CTRLINE LIGHTING SHOWING THE TURN COULD BE USED AND ALSO TXWY EDGE LIGHTING. THE HOLD SHORT LINE IS WELL DEFINED. THEY HAVE PROVIDED TWO FLASHING CAUTION LIGHTS AT THE HOLD SHORT LINE; WHICH INDICATED THIS HAS BEEN A PROB IN THE PAST. WE DID NOT SEE THESE CAUTION LIGHTS WHEN WE TAXIED OUT IN THE ACFT. THE AIRWAY FACILITY PERSON DID INDICATE THAT LIGHTS ARE NOT AS VISIBLE IN SUNNY CONDITIONS BUT THEY SHOULD BE ON ALL THE TIME. THE AIRWAY FACILITY PERSON ALSO STATED THAT THEY SEEM TO HAVE A LOT OF TAXI PROBS; 'JUST THE OTHER DAY I HEARD GND CTL YELLING AT SOMEONE TO STOP.' I SUGGEST A RWY/TXWY SPECIALIST EVALUATE THIS INTXN AND OUR RECOMMENDATIONS.
