Synopsis

L101 ACFT HAD PUSHED BACK; #2 ENG STARTED AND COMMENCED STARTING #1 ENG WHEN RPTR CAPT THOUGHT HE HAD A SALUTE FROM MARSHALLER. AS ACFT STARTED TO ROLL RPTR OBSERVED SIGNAL MAN GIVING A STOP SIGNAL BECAUSE PERSONNEL AND TUG HAD NOT CLRED THE ACFT YET.

Narrative

WX 900 FT OVCST; 3 MI DRIZZLE/BROKEN; VERY DARK; LIGHTING; VERY POOR. AFTER NORMAL PUSHBACK TO DESIRED SPOT; GND CREW CALLED FOR 'BRAKE SET;' I RESPONDED 'BRAKES SET' CLRED TO DISCONNECT. ENG #2 WAS ALMOST COMPLETELY STARTED WHEN BRAKES WERE SET. I TOLD MY FO TO START #1 ENG AND CALL FOR TAXI CLRNC. I LOOKED TO MY L AND OBSERVED WHAT I THOUGHT TO BE A SALUTE FROM THE GND PERSON AND HE THEN DISAPPEARED FROM VIEW. #1 ENG WAS MOTORING; I TURNED ON MY TAXI LIGHT. THE #2 ENG WAS AT 70% N3 AS WE WERE ATTEMPTING TO START #1 ENG. WITH NO FURTHER PWR USED; ACFT STARTED A VERY SLOW ROLL WITHIN A FEW SECONDS. AT THAT TIME I OBSERVED THE GND SIGNAL MAN WAVING 'STOP' ALONG WITH OTHER UNKNOWN SIGNALS; WITH HIS WANDS. I CAME TO AN IMMEDIATE STOP. I CALLED OPS TO TRY AND FIND OUT WHAT WAS GOING ON. THEY CAME BACK AND SAID ONE OR MORE OF GND CREW WASN'T CLR OF ACFT; AT THE TIME OF TAXI. THERE WAS NO INJURY OR DAMAGE TO ACFT OR ANYONE ELSE. THIS WAS A CLR CASE OF MISCOM AND IMPROPER PLACEMENT OF TUG AND PEOPLE.
