THE TXWY CROSSES THE WESTERN END OF THE MAIN RWY AND THE TWR IS UNABLE TO STOP PEOPLE FROM XING WHEN THE RWY IS BEING USED BY ACFT. RPTR STATES THE ARPT HAS INADEQUATE AND NON STANDARD SIGNS FOR ACFT AND VEHICLES.

Narrative

DVT ARPT HAS NUMEROUS RWY INCURSIONS WHICH HAVE RANGED FROM PEDESTRIANS; PEDESTRIANS ON BIKES; ACFT; VEHICLES; GO-CARTS; AND OTHER TYPES. THIS IS AN ONGOING PROB WHICH THE FAA AND CITY OF PHOENIX ARPT OPS HAVE BEEN WELL AWARE OF. ON THIS DAY A RED SEDAN CROSSED RWY 7R AT TXWY C3-B3 WHICH WAS NOT AUTH AND NOT IN COMS WITH THE CTL TWR. FOR ACFT; I ATTRIBUTE THIS PROB PARTIALLY TO INADEQUATE AND NON STANDARD TXWY/RWY MARKINGS AND SIGNS. FOR SOME VEHICLES I ATTRIBUTE IT TO THE FACT THAT THE RAMP IS UNCTLED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE ARPT MGR SEEMS TO BE LAX AND UNRESPONSIVE TO OBTAINING AND INSTALLING STANDARD SIGNS AND MARKINGS FOR THE ARPT. CTLRS ARE CONSTANTLY DEALING WITH TAXIING ACFT GETTING CONFUSED AND LOST ON THE RAMP. ALSO; RECENT INCIDENTS HAVE OCCURRED WITH CARS; BICYCLES; AND PEDESTRIANS ON THE RWYS WHILE TFC WAS LNDG OR DEPARTING. THE GATES THAT ARE SUPPOSED TO BE KEYED FOR TENANTS SOMETIMES OPEN WITHOUT BEING OPERATED ALLOWING UNAUTH ENTRY TO THE ARPT. RPTR SAID THE CITY HAS BUDGETED FOR SIGNS BUT IT APPEARS TO BE A VERY SLOW PROCESS.
