A DC9-30 ON INITIAL CLB AT 3000 FT DECLARED AN EMER AND DIVERTED DUE TO INABILITY TO CTL #1 ENG PWR CAUSED BY AN IMPROPER THROTTLE TO FUEL CTL CONNECTION.
FIRST FLT FOR ACFT AFTER COMPLETION OF 'C' CHK. AFTER TKOF L GEAR DOOR UNSAFE LIGHT REMAINED ILLUMINATED. AT 3000 FT AGL AND REQUEST FOR 'CLB PWR' L ENG DID NOT RESPOND TO THROTTLE MOVEMENT. ENG INDICATIONS REMAINED AT 1.7 EPR; 82% N1. ADDITIONAL THROTTLE MOVEMENT JAMMED THROTTLE AT MID-THROTTLE RANGE; ENG REMAINED AT 1.7 EPR AND 82% N1. ACFT CLBED TO 10000 FT (DEP CLRNC); EMER DECLARED IN PREPARATION FOR SINGLE ENG LNDG; CFR REQUESTED. LNDG GEAR LOWERED TO ASCERTAIN LNDG GEAR SIT (3 SAFE GEAR ACHIEVED) AND TO PROVIDE DRAG FOR DSCNT. L ENG SECURED; STRAIGHT-IN APCH AND LNDG APPROVED. REMAINDER OF SINGLE ENG APCH AND LNDG NORMAL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID THE ACFT WAS A DC9-30 AND THE ENGS WERE P&W JT8D-9 TYPE. THE RPTR STATED THE THROTTLE HAD MOVEMENT INITIALLY BUT THEN FAILED AT MID-THROTTLE RANGE WHEN CLB PWR WAS NEEDED. THE RPTR SAID THE CAUSE WAS THE THROTTLE MECHANISM CONNECTION TO THE FUEL CTL THROTTLE INPUT LEVER HAD BECOME DISCONNECTED DUE TO FAILURE TO PROPERLY SAFETY THE FUEL CTL THROTTLE LEVER BOLT.
