THE WINGTIP OF A B747-200 TAXIING WBOUND ON TXWY S GRAZED THE R HORIZ STABILIZER OF A PUSHED BACK; HOLDING; B757-200 ON THE N RAMP AT SJU. PIC OF AN A300 RPTS INCIDENT ON GND CTL FREQ.

Narrative

DURING TAXI OUT WE WERE CLRED TO TAXI TO RWY 8 AFTER PUSHING BACK FROM GATE. DURING TAXI WBOUND ON TXWY S OUR CREW OBSERVED A B757 PUSHED BACK CLOSE TO OUR TXWY. WE THOUGHT WE HAD ENOUGH CLRNC TO TAXI BY SO WE PROCEEDED SLOWLY AS CAPT AND ENGINEER LOOKED OUT L SIDE OF ACFT TO SEE THE CLRNC. WE TAXIED AHEAD ABOUT 50 YARDS AND WAS INFORMED BY A CAPT OF AN A300 THAT WE HAD TOUCHED THE R REAR HORIZ STABILIZER OF THE B757. WE STOPPED THE ACFT; CONTACTED GND CTL AND TAXIED BACK TO THE GATE FOR INSPECTION. UPON INSPECTION WE FOUND THAT THE OUTBOARD L LEADING EDGE SCRAPED ACROSS THE TOP OF THE HORIZ STABILIZER OF THE B757. CREW CONTACTED CHIEF PLT IN NYC AND MAINT CTL. FAA INVESTIGATOR SHOWED UP AND TOOK DOWN ALL THE PARTICULARS. INCIDENT OCCURRED AT THE N RAMP AREA ON TXWY S. SUPPLEMENTAL INFO FROM ACN 399921: CLRED BY GND CTLR TO TAXI TO HOLDING POINT OF RWY 8. ON TXWY S OPPOSITE TO N RAMP; 2 ACFT; 1 AIRBUS AND A B757; WERE PUSHED BACK FROM THAT RAMP WITH AN ANGLE TO TXWY S (THIS TXWY IS PARALLEL TO N RAMP). WE SLOWED DOWN AND ASKED OUR FE TO ASSESS THE SIT FROM THE AFT L COCKPIT WINDOW. HE INFORMED ME IT IS CLR. WE PASSED THE AIRBUS BUT AFTER PASSING THE B757 WHICH WAS THE SAME DISTANCE WITH PUSH BACK TRUCK CONNECTED AND MORE ANGLED TO TXWY S; THE AIRBUS CAPT RPTED TO B757 ON GND FREQ THAT OUR WINGTIP HIT THE B757 HORIZ STABILIZER TIP. FOUND MINOR DAMAGE ON #1 LEADING EDGE FLAP WHICH IS VERY NEXT TO WINGTIP. THEN WENT TO B757 AND FOUND 2 STATIC WICKS MISSING AND LIGHT MARKS. THERE WERE NO TAIL WALKERS ON RAMP FOR PUSHBACK AND NO LINES FOR N RAMP AND BECAUSE OF ANGLE; THE B757 HORIZ STABILIZER WAS IN TXWY PERIMETER (OUR L WINGTIP HIT R B757 ELEVATOR TIP). WE WERE ON CTRLINE OF TXWY S AT THE TIME OF INCIDENT. SUPPLEMENTAL INFO FROM ACN 400027: N RAMP TJSJ. ACFT WAS PUSHED BACK FROM GATE AT SJU WITHIN THE CONFINES OF THE N RAMP. TUG WAS DISCONNECTED; SALUTE RECEIVED. BOTH ENGS STARTED WHEN ACFT WAS STRUCK FROM BEHIND BY A TAXIING B747 ON TXWY S. WE HAD NOT YET RELEASED BRAKES AND TAXIED UNDER SHIP'S PWR. THE RAMP WAS MARKED AS TO THE LOCATION OF OUR GEAR AND THE FOOTPRINT OF OUR WINGTIPS. THE ACFT WAS THEN TOWED BACK TO THE GATE.
