PLT OF A BEECH SUPER KING AIR; BE20; TURNED THE WRONG WAY DURING DEP PROC CAUSING A POTENTIAL CONFLICT WITH ANOTHER ACFT AND COLLIDING WITH HIGHER TERRAIN. ARTCC RADAR CTLR INTERVENED AND VECTORED THE PLT OUT OF TROUBLE TO FLT PLAN ROUTING. CTLR BELIEVES SINCE HE HAS OBSERVED PLTS MAKING ERRORS ON THIS DEP IN THE PAST; A VISUAL DEPICTION OF THE PROC SHOULD BE MADE.
I'M A ZDV CTLR. WE HAVE AN UNSAFE IFR DEP PROC (RWY 25 EGE). THIS DEP IS ASSIGNED BY EGE VFR TWR TO ALL IFR RWY 25 DEPS RELEASED BY CTR. THE RWY 25 IFR DEP IS CONFUSING AND COMPLICATED BY NOT HAVING A VISUAL PICTURE OF THE PROC. IT IS FREQUENTLY NOT FLOWN CORRECTLY BY PLTS; WHICH PUTS THEM IN UNSAFE PROX TO TERRAIN AND ASE APCH AIRSPACE. WHEN THE PROC IS FLOWN CORRECTLY IT STAYS CLR OF ASE APCH AIRSPACE. I'VE PERSONALLY SEEN 4 PLTS MISFLY AND GET INTO ASE AIRSPACE. THIS HAS BEEN RPTED TO SUPVRS; AIRSPACE AND PROCS; A UCR HAS BEEN FILED; WITH NO KNOWN ACTION TAKEN. WE HAVE REQUESTED A SID BE MADE TO THE REGION (THIS WOULD HAVE A PICTURE ELIMINATING MOST OF THE CONFUSION) TO NO AVAIL. REF THIS INCIDENT: I WAS WORKING THE LOW ALT SECTOR CTLING EGE. ACFT CLRED RWY 25 IFR PROC TO RLG. PLT WAS CONFUSED; MISFLEW THE PROC HDG S INSTEAD OF N; PUTTING HIM IN UNSAFE PROX TO TERRAIN AND ANOTHER FLT INBOUND TO ASE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THIS IS THE FOURTH TIME THAT HE PERSONALLY HAS CAUGHT AN ERROR OF PLTS MAKING THIS DEP AND IT IS USUALLY CAUSED BY THEM FLYING THE RADIAL AS THE HDG RATHER THAN USING THE RECIPROCAL OF THE VOR RADIAL AS INTENDED. HE ALSO STATED THAT THERE ARE PLTS WHO FREQUENT THE ARPT IN THE WINTER SKI SEASONS WHO ARE FOREIGNERS; AND WHOSE PRIMARY LANGUAGE IS NOT ENGLISH. MANY OF THEM HAVE MADE ERRORS UNTIL THEY BECOME FAMILIAR WITH THE DEP. HOWEVER; THESE PLTS ARE USUALLY ONLY TALKED TO OVER THE PHONE RATHER THAN INVESTIGATED FOR A POSSIBLE VIOLATION. THOSE PLTS ARE NOT APT TO TURN IN ASRS RPTS. HE FURTHER STATED THAT MOST PLTS ARE COUNSELED VIA PHONE; PROVIDING THEY HAVE A COOPERATIVE ATTITUDE.
