ACR B727 CROSSED THE APCH PATH TO RWY 9R AFTER BEING TOLD TO HOLD SHORT OF THE RWY. THE ACFT WAS ON TXWY K AND CROSSED W OF THE ACTUAL RWY. THE HOLD WAS FOR A CESSNA ON APCH TO RWY 9R.
ON TAXI FOR TKOF ORLANDO SANFORD; GND CTLR CLRED US TO 'TAXI TO RWY 9L; HOLD SHORT OF RWY 9R AT TXWY K.' WE WERE ON THE SW RAMP (PLEASE SEE COMMERCIAL CHART 41-1 ORLANDO SFB) WHICH APPARENTLY IS PAST OK TXWY K. THE FIRST 'KILO' SIGN I SAW WAS AT THE N END OF THE TRIANGULAR RAMP AREA AND I HELD SHORT BEFORE THIS SIGN; ONLY TO BE INFORMED BY TWR TO CALL THEM ON THE PHONE ABOUT 'POSSIBLE DEV.' AFTER RETURN CALL I WAS INFORMED I HAD CROSSED THE APCH END OF 9R (NOT RWY 9R) AND A C150 HAD TO GAR. THE MARKINGS FOR THE EXTENSION OF RWY 9R WERE NOT SEEN BY MYSELF OR THE 2 OTHER CREW MEMBERS AND ARE NOT CLR. SUBSEQUENT DISCUSSIONS WITH THE TWR CHIEF AND ARPT DIRECTOR INDICATED ANOTHER B727 JUST BEFORE OUR DEP DID EXACTLY THE SAME THING! THE MARKINGS AT B4 ON THE ROLLOUT END OF RWY 9L NEAR 'C' WHICH IS AN EXTENSION OF RWY 9R IS ALSO NOT CLRLY MARKED. THE SFB TWR CHIEF CALLED THE POOR MARKINGS 'A TRAP' AND I AGREE. I WOULD SUGGEST A BRIGHT RED 'HOLD SHORT' LINE BE PAINTED ON THE TXWY AT TXWY K ON THE W END AND 'B4' ON THE E END ALONG WITH CLR SIGNAGE THAT THERE IS RWY 9R AND XING CLRNC IS REQUIRED. ALTHOUGH I HAVE BEEN TO SFB SEVERAL TIMES BEFORE I HAVE USED THE TERMINAL RAMP AND WAS NOT FAMILIAR WITH THE UNLABELED SW RAMP. I WAS TOLD THIS EVENT OF XING AND CONFUSION HAS HAPPENED BEFORE THE 2 EVENTS OF MAY/XA/98. HRS LATER; TALKED WITH ARPT DIRECTOR WHO AGREED WITH ALL AFOREMENTIONED AND PLANS CHANGES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR AND A RPTR REPRESENTATIVE TOURED THE AREA AND IT WAS DETERMINED THAT THE RPTR ENTERED THE TXWY FROM THE RAMP AREA BEYOND THE HOLD LINE AND SIGNS. THERE ARE OPS ON THE RAMP THAT ARE CLR OF THE TXWY AND NOT SUBJECT TO BEING CLR ON THE APCH END OF RWY 9R. THIS TYPE SIT OCCURS ALL THE TIME BASED ON DISCUSSION WITH ARPT REPRESENTATIVE AND FACILITY PERSONNEL. THE RAMP AREA IS NORMALLY BLOCKED BY ACFT WHICH WOULD HAVE REQUIRED THE RPTR TO ENTER TXWY K AT A POINT WHERE THE HOLD LINE AND SIGNS WOULD HAVE BEEN OBSERVED.
