AN ACR BA31 FLC ON AN APCH; DURING AN FAA OBSERVED LINE CHK EXPERIENCES AN ENG FAILURE. THE INSTRUCTOR; CHK AIRMAN CAPT TOOK OVER AND PERFORMED A SINGLE ENG LNDG.
CAPT RETARDED THROTTLES AND CALLED FOR ME TO GUARD THE GEAR HORN TO SLOW ACFT. AROUND 170 KTS; WE FELT A BUMP WHICH WE THOUGHT IT WAS A BIRD STRIKE. THEN THE ATTN GETTER STARTS FLASHING. WE CONFIRMED THAT WE HAD A R ENG FAILURE. I CALLED FOR THE MEMORY ITEMS. AT THAT POINT; WE WERE AROUND 5 MI FINAL. WE DECLARED AN EMER. I DECIDED TO TAKE CTL OF ACFT. AFTER A SAFE LNDG; I CONFIRMED THERE WAS NO FIRE WITH THE CFR CREW AND DID EMER CHKLIST. ELECTED TO TAXI OFF OF THE RWY AND GO TO GATE. DID AN EXPEDITED EVAC (2 PAX ONLY) AND SECURED THE ACFT WITH CHKLIST. THIS FLT WAS FROM ILN TO MEM AND WAS A LINE CHK AND AN FAA RIDE IN A BAE3100. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS CAPT IS AN INSTRUCTOR AND CHK AIRMAN FOR HIS COMPANY AND HE WAS CONDUCTING A LINE CHK OF A NEW CAPT WHEN AN FAA INSPECTOR SHOWED UP TO ALSO CONDUCT A CHK. AFTER THE ENG FAILED THE RPTR DECIDED TO MAKE THE SINGLE ENG APCH AND LNDG HIMSELF BECAUSE OF HIS GREATER EXPERIENCE. THE RPTR SAID THAT HIS COMPANY HAS EXPERIENCED 3 INFLT ENG FAILURES ON BA31 ACFT IN THE PAST YR. HE HAS NOT BEEN TOLD OF THE CAUSE FOR THIS FAILURE; BUT HE HAS ASKED THE COMPANY'S MAINT PERSONNEL FOR THAT INFO.
