F100 ACFT ON SHORT FINAL HIT WAKE TURB FROM ACFT DEPARTING ON XING RWY AND BRIEFLY LOST CTL OF ACFT. RPTR CAPT SAYS THAT; HAD THEY BEEN A FEW FT LOWER; THEY PROBABLY WOULD HAVE HIT A WINGTIP.

Narrative

ON A VISUAL APCH TO RWY 17L WE NOTICED AN ATR72 HAD JUST TAKEN OFF FROM RWY 13L. WE ALSO HAD BIRD AHEAD OF US ON THE GS SO WE ADJUSTED SLIGHTLY ABOVE THE SLOPE. AFTER CLRING THE BIRD I REGAINED THE GS AND NOTICED I WAS A LITTLE FAST. NOT GOOD SINCE OUR LIFT DUMPERS WERE INOP PER MEL. ABOUT 60 FT I STARTED REDUCING PWR TO IDLE AND WAS AT IDLE BY 40 FT. LOOKING GOOD; ON GS; JUST A COUPLE KTS FAST; GOOD ALIGNMENT. ABOUT 40 FT THE ACFT SLID R AND THE R WING DROPPED. CORRECTED WITH BIG BUT SMOOTH INPUTS OF RUDDER; AILERON; ELEVATOR AND PWR. THINGS SETTLED DOWN QUICKLY AND WE WERE ABLE TO LAND SAFELY BUT IT SURE GOT OUR ATTN. IF THE INITIAL RESPONSE HADN'T BEEN ENOUGH TO CORRECT AND IF WE HADN'T FLOWN OUT OF IT IMMEDIATELY WE DEFINITELY WOULD HAVE HAD TO GAR. IF WE HAD BEEN JUST A FEW FT LOWER WE MAY HAVE WHACKED A WINGTIP. AFTER WE CLRED THE RWY; WE MENTIONED THE INCIDENT TO TWR. NO MORE COFFEE WAS NECESSARY FOR THE REST OF THE DAY TO STAY ALERT. PERHAPS TWR SHOULD NOT ALLOW DEPS ON RWY 13L WHEN LNDG ON RWY 17L UNDER CERTAIN WIND CONDITIONS.
