A B737-200 WAS DISPATCHED WITH THE INCORRECT SEATS HAVING FULL RECLINE INSTALLED IN THE OVERWING EMER EXIT AREA.
SEAT PALLET THAT SHOULD HAVE BEEN IN #5 POS WAS NOT THERE. CONSEQUENCE IS THAT SEATS COULD HAVE BLOCKED EXIT AISLE IN AN EMER. SHOULD HAVE BEEN A #5 SEAT PALLET. INSTEAD IT WAS A #9 WHICH HAD SEATS THAT COULD RECLINE FULLY THUS BLOCKING EXIT AISLE. PROB OCCURRED BECAUSE I ALLOWED MYSELF TO BE RUSHED AND PLACED WRONG SEAT PALLET IN PLACE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE ACFT WAS A B737-200 COMBI WHICH HAS PAX SEATING MOUNTED ON PALLETS TO ALLOW A QUICK CHANGE FROM ALL CARGO CONFIGN TO PAX CONFIGN. THE RPTR SAID A CHANGE WAS BEING MADE FROM CARGO CONFIGN TO PAX AND THE RPTR MISREAD THE JOB CARD AND POSITIONED THE WRONG PALLET AT THE EMER OVERWING EXIT. THE RPTR STATED THE PALLET HAD SEATS THAT FULLY RECLINED WHICH WOULD BLOCK THE EMER OVERWING EXIT. THE RPTR SAID THE ENGINEERING ORDER STATED THIS PALLET WOULD NOT LOCK IN THIS POS TO PREVENT ANY BLOCKING OF THE OVERWING EXIT BUT THIS ORDER WAS IN ERROR AS THE PALLETS DID LOCK. THE RPTR STATED THE FAA HAS MADE NO CONTACT. THE RPTR SAID THE ENGINEERING ORDER IS IN THE PROCESS OF BEING CHANGED.
