CAPT OF A B727 FAILED TO FOLLOW FLT PLAN CLRNC BY TURNING EARLY DURING CLB RESULTING IN ATC INTERVENTION TO STOP CLB AND BRING RPTR'S ACFT BACK ON COURSE DUE TO A CONFLICT WITH OTHER TFC 1000 FT ABOVE. Narrative

ON DEP OUT OF JFK ON THE KENNEDY 7 DEP (COMMERCIAL CHART) WE TURNED APPROX 6 MI EARLY CAUSING A TFC CONFLICT (ALT SEPARATION). OUR CLRNC (FLT PLAN) WAS THE KENNEDY 7 DEP (DEPARTING RWY 22R); WAVEY DIRECT EMJAY-J174 ON TO MIAMI. THE CAPT WAS ESTABLISHED ON THE JFK 156 DEG RADIAL APCHING WAVEY. I HAD XTUNED WAVEY OFF HTO VOR 244 DEG RADIAL; AT 64 DME. HE LOOKED CROSS-COCKPIT AT MY RADIAL COMING ALIVE AND MISTOOK IT FOR J174 AND BEGAN A TURN SW APPROX 6 MI EARLY. DEP CTL NOTICED OUR EARLY TURN AND CALLED TFC AT 1 O'CLOCK AND 6 MI AT 13000 FT AND TOLD US TO GO BACK TO 12000 FT. SUGGESTION: I HAVE FLOWN THIS DEP MANY TIMES AND HAVE ALWAYS BEEN PERPLEXED AS TO THE DESIGN OF THE DEP. HERE'S WHY. ON THE DEP PLATE; WAVEY CAN BE CROSS-TUNED OFF HTO 244 DEG RADIAL AT 64 DME. EMJAY IS DEFINED ON J174 OFF HTO 234 DEG RADIAL AT 66 DME. ACTUAL DISTANCE BTWN WAVEY AND EMJAY IS 11 MI (10 RADIALS AT 65 DME). ON NEITHER THE KENNEDY 7 DEP; THE US LOW 47.48; THE AREA CHART; OR THE US HI 3.4 IS 'BOTH' WAVEY AND EMJAY DEPICTED. IF IT WAS; I BELIEVE THIS WOULD HAVE NOT HAVE HAPPENED. BY SHOWING BOTH INTXNS ON THE SAME CHART WOULD GREATLY AID IN MAINTAINING SITUATIONAL AWARENESS!
