NMAC BTWN AN ATX C207 ENRTE CRUISE FLT AND A MIL A10 WARTHOG CLBING TOWARD CESSNA AND MANEUVERING BACK DOWN LOOKING AT THE TERRAIN. THE RPTING CESSNA PLT MADE AN EVASIVE TURN TO AVOID POTENTIAL COLLISION.
AT APPROX XX25 I DEPARTED VIRGINIA CREEK IN SMA WITH 1 PAX FOR FAIRBANKS. I TAXIED BACK TO MAKE A TKOF TO THE NE AND MADE A RADIO CALL STATING MY INTENTIONS TO TKOF TO THE NE AND DEPARTING FOR FAIRBANKS. AFTER AIRBORNE AND A FEW MI OUT OF VIRGINIA CREEK ENRTE TO FAIRBANKS; I AGAIN MADE A RADIO CALL STATING THAT I WAS OFF VIRGINIA CREEK ENRTE TO FAIRBANKS. BOTH CALLS WERE MADE ON 122.9 WHICH IS THE LCL AREA ADVISORY FREQ. AT APPROX 10-12 MI NE OF VIRGINIA CREEK I NOTICED A MIL A10 FLYING LOW LEVEL ALONG THE SAME RIVER THAT I WAS FLYING DOWN. AT THAT TIME I TURNED ON ALL MY LIGHTS AND THE A10 TURNED TO FLY IN THE OPPOSITE DIRECTION. A FEW MOMENTS LATER I SAW ANOTHER A10 COMING UP THE RIVER LOW LEVEL BENEATH ME. I WAS AT APPROX 1000 FT AGL. I DIDN'T SEE A PROB BECAUSE HE WAS WELL BELOW ME AND ON THE W SIDE OF THE RIVER AND I WAS ON THE E. WHEN WE WERE WITHIN 1/4 MI OF EACH OTHER THE A10 TURNED STRAIGHT TOWARD ME AND MADE A CLB. I MADE A HARD ROLL TO THE E AND ASKED THE PLT WHAT THE HECK HE THOUGHT HE WAS DOING. WHEN I LOST SIGHT OF THE A10 HE WAS 100 FT AWAY AND STILL HEADING STRAIGHT FOR ME. THE A10 PLT NEVER RESPONDED ON RADIO AND I FEEL HE WAS NOT MONITORING 122.9. IT ALSO APPEARED THAT HE WAS LOOKING DOWN TOWARD THE RIVER AS HE WAS FLYING UP AND NOT PAYING ATTN TO TFC. I FEEL THAT I HAD DONE EVERYTHING POSSIBLE TO AVOID A COLLISION AND THAT IF I HAD NOT BEEN PAYING CLOSE ATTN AND READY TO MAKE A QUICK RESPONSE THAT BOTH PLANES WOULD HAVE COLLIDED. AFTER THIS I CONTACTED EIELSON AFB RANGE CTL AND INFORMED THEM WHAT HAPPENED. THEY SAID THAT THEY WOULD RELAY THE INFO TO MISSION CTL.
