PVT PLT OF A PIPER CHEROKEE LANCE; PA32; HAD THE LNDG GEAR COLLAPSE DURING LNDG; CAUSED BY LOSS OF ELECTRICAL PWR DUE TO ALTERNATOR BELT MISSING. THE RPTR WAS AWARE OF THE MISSING BELT PRIOR TO THE LAST 2 FLTS WITH THE INTENTION OF FLYING THE ACFT TO HIS MAINT SHOP. HOWEVER; HE DID NOT PERFORM THE LNDG GEAR DOWN CHK SINCE HE HAD LEFT IT DOWN FOR THE TRIP.
I FLEW BACK FROM NEW JERSEY TO SPRINGFIELD; MO. THE TOTAL FLT TIME WAS 7 HRS WITH A FUEL STOP IN CINCINNATI. DURING THE FUEL STOP I NOTICED THE ALTERNATOR BELT WAS MISSING. I DECIDED TO CONTINUE THE FLT TO SPRINGFIELD; MO; (3.5 HRS) WITHOUT THE ALTERNATOR. DURING THE FLT I CONSERVED ELECTRICAL PWR BY TURNING OFF ALL NON ESSENTIAL ELECTRICAL EQUIP AND USED A HAND HELD GPS FOR NAV. EVENTUALLY ALL PWR WAS LOST AND I HAD TO EXTEND THE GEAR MANUALLY. THE LNDG WAS SUCCESSFUL. MAINT IS NORMALLY PERFORMED IN BOLIVAR; MO. I TALKED WITH THE MECH AND HE RECOMMENDED CHARGING THE BATTERY; LEAVING THE GEAR IN THE DOWN POS AND FLYING THE PLANE TO BOLIVAR. I CHARGED THE BATTERY FOR 3 DAYS. I GOT IN THE AIRPLANE AND STARTED IT. DURING THE PREFLT CHK I NOTICED I DID NOT HAVE GEAR LIGHTS; BUT IT DID NOT CONCERN ME BECAUSE THE GEAR WAS DOWN AND I WAS TAXIING ON IT. I TOOK OFF FROM SGF AND FLEW TO BOLIVAR. DURING THE LNDG PROC; I PERFORMED THE LNDG CHKLIST BUT IGNORED ANYTHING TO DO WITH LNDG GEAR SINCE I WAS NOT MESSING WITH GEAR. I STILL DID NOT HAVE GREEN LNDG GEAR INDICATORS. I LANDED SOFTLY AND SLOWLY BUT THE GEAR WAS PARTIALLY RETRACTED (AS OBSERVED BY A WITNESS). THE GEAR UP LNDG WAS UNEVENTFUL. THE AIRPLANE CAME TO STOP IN THE MIDDLE OF THE RWY ALIGNED WITH THE RWY.
