DTW AND YIP ARPTS ARE APPROX 8 MI APART. RPTR CLAIMS SLOW CLBING ACFT FROM DTW CAN EASILY CONFLICT WITH TFC AT YIP.
ACFT #1 DEPARTED DTW ON 260 DEG HDG; ACFT #2 WAS CLRED FOR A VISUAL APCH R TFC FOR RWY 23L (COMING FROM SW). YIP TWR CLRED HIM TO RWY 27L AND HE TURNED EBOUND TO DOWNWIND L TFC FOR RWY 27L RIGHT AT ACFT #1 WHO WAS CLBING SLOW AS HE WAS UNPRESSURIZED. THERE IS A SERIOUS PROB WITH UNPRESSURIZED ACFT DEPARTING WSWBOUND AND YIP'S CLASS D AIRSPACE. ALSO WITH YIP LOA AND THEIR HAVING CTL TO CIRCLE S OF YIP FOR RWY 27 WITH DTW PROP DEPS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED ACFT #2; AN ARR ON A VISUAL APCH TO YIP; WAS RELEASED TO THE TWR APPROX 10 MI FROM THE ARPT. AT ABOUT THE SAME TIME; DTW AUTO-RELEASED ACFT #1; A SLOW CLBER; TOWARDS YIP. YIP TWR; ON INITIAL CONTACT WITH ACFT #2; CHANGED THE ASSIGNED RWY AND INSTRUCTED THE PLT TO CIRCLE TO A DIFFERENT RWY THAT CONFLICTED WITH THE DEP OFF DTW. RPTR CLAIMS THE LOA BTWN THE TRACON AND YIP SHOULD BE CHANGED TO KEEP THE CTLRS FROM CIRCLING TFC S OF YIP UNLESS COORDINATED. RPTR ADMITTED HE ALLOWED HIS TRAINEE TO RELEASE THE VISUAL ARR TOO SOON TO THE TWR. RPTR SAID HE HAD FILED 3 UCR'S WHEN THIS INCIDENT OCCURRED.
