ZFW ARTCC CTLR IDENTS POINT OF POSSIBLE CONFUSION ON NEW ISSUE STAR INTO DFW. A STAND ALONE RESTR IS SHOWN -- ACFT ASSIGNED ABOVE 6000 FT; MAINTAIN LAST ATC ASSIGNED ALT UNTIL 18 DME JEN. BUT THE DIRECTION ON WHICH RTE FROM JEN VOR IS NOT SPECIFIED; THEREFORE POSSIBLY LEADING TO PLT CONFUSION FOR EARLY DSCNT; OR NOT DSNDING. 18 DME ALLEGEDLY AN AIRSPACE RESTR.
THE 'FEVER ONE' ARR WAS IMPLEMENTED AUG/XA/98 WITH A XING RESTR OF CURLE AT 6000 FT. THIS STAR WAS PLANNED WITH TURBOPROP ACFT MAINTAINING ATC ASSIGNED ALT UNTIL 18 DME NE OF GLEN ROSE VOR. THIS DISTANCE WAS PICKED AS APPROPRIATE SINCE IT WAS 3 MI INSIDE APCH AIRSPACE; ALLOWING MINIMUM SEPARATION TO BE MAINTAINED FROM ACFT WITHIN CTR AIRSPACE. WE WERE BRIEFED TO THIS EFFECT. ON AUG/XC/98; THE THIRD DAY OF USE OF THE FEVER ONE; WHILE I WAS EXPLAINING THE PURPOSE OF THE STAR TO A TRAINEE; THE TRAINEE ASKED WHERE IT SPECIFIED 'NE OF GLEN ROSE.' THE NOTE READS AS FOLLOWS: 'NOTE: ACFT ASSIGNED ABOVE 6000 FT; MAINTAIN LAST ATC ASSIGNED ALT UNTIL GLEN ROSE 18 DME.' SIMPLY PUT; ALL OF US WERE CONDITIONED TO EXPECT THE 'NE' RESTR; SO WE ALL READ IT THAT WAY! TURBOPROPS ON THE FEVER ONE CROSS INTO APCH AT 10000 FT OR 9000 FT IN A S FLOW OR 7000 FT AND 6000 FT IN A N FLOW. LUCKILY; MOST OF THE TIME PRIOR TO OUR DISCOVERY; WE WERE LNDG N. HOWEVER; I CLRLY RECALL AT LEAST 2 SITS; ON AUG/XX/98 WHERE ACFT ON THE FEVER ONE CROSSED OVER TFC AT THE GLEN ROSE VOR AT OR ABOVE 6000 FT. WITH THIS ERROR; NO SEPARATION WAS ASSURED!
