LEAR 24 DSNDS BELOW CLRED ALT AFTER ENG FLAMEOUT IN ZID AIRSPACE.
ON A FLT FROM YIP TO RWI; AS PF; THE CAPT WAS BEGINNING TO LEVEL OFF FROM A CLB TO APPROX FL410. IN DOING SO; OUR ACFT (LEAR 24) EXPERIENCED AN ENG FLAMEOUT. WHEN ASKED FOR A DSCNT TO FL280 FOR A RELIGHT; THERE WAS SOME CONFUSION. ZID WAS UNABLE TO UNDERSTAND MY REQUEST AND ASKED IF WE HAD AN EMER TO WHICH WE SAID 'NO.' HE ASKED IF WE HAD A PROB TO WHICH I SAID 'NO; THAT WE JUST NEEDED A DSCNT IN ORDER TO RELIGHT.' HE WAS STILL UNABLE TO UNDERSTAND AND ASKED AGAIN FOR A REASON FOR THE DSCNT. MY CAPT TOOK OVER THE RADIOS AND WITH SOME FRUSTRATION SAID WE NEEDED TO DSND FOR A PRESSURIZATION PROB. THE DSCNT WAS THEN GIVEN TO US. AMONG THE CONFUSION IT IS POSSIBLE THAT WE MAY HAVE INADVERTENTLY GONE BELOW THE ALLOWABLE 300 FT OF ALT LOSS. IN ADDITION TO HAVING RADIO PROBS FOR A TIME; HE ALSO SAID WE WERE HAVING XPONDER PROBS; OF WHICH BOTH WERE RESOLVED. IT IS MY UNDERSTANDING; THAT WHEN I ASKED FOR THE DSCNT; AND GAVE THE WHOLE REASON WHY (THE FLAMEOUT) I COULD NOT BE UNDERSTOOD. IT IS ALSO MY UNDERSTANDING THAT MY CAPT GAVE A TRUTHFUL BUT INCOMPLETE REASON FOR THE DSCNT NEEDED. NO TFC WAS COMPROMISED OR ALTERED. I'M SORRY THIS COM WAS NOT CLRER. IN THE FUTURE; I INTEND TO DESCRIBE THE SIT WHOLLY AND SEE TO IT THAT EVERYONE UNDERSTANDS; ESPECIALLY IF ANOTHER FLAMEOUT OCCURS.
