ZOB CTLR ISSUED CLB CLRNC TO AN LR25 THROUGH THE ALT OF A BA146 BASED ON CONFLICTING DATA STRIP AND HOST COMPUTER RTE READOUT DATA. CTRL BELIEVES THAT HE SHOULD NOT HAVE TO RESOLVE THESE TYPE INFO CONFLICTS IN ORDER TO SEPARATE ACFT.
THE LEARJET; CLBING S OUT OF TORONTO; LEVELED AT FL270. THE BA146; BUF TO YQO; WAS IN LEVEL FLT AT FL280. THE LEARJET FILED THORL DKK EWC. THE COMPUTER PRINTED OUT SOME PREFERENTIAL ROUTING TO THE SECTOR BENEATH ME; THORL EWC; WHICH IS APPROX A 195 DEG HDG OUT OF THORL. THE WAY THE COMPUTER IS SET UP; THE SECTOR BENEATH ME GETS PREFERENTIAL ROUTING ON A STRIP WHICH THE CTLR IS SUPPOSED TO ISSUE. THE COMPUTER ASSUMES THIS TO BE DONE. MY STRIP ON THE ACFT SAYS ONLY THORL EWC. I HAD NO IDEA IT WAS FILED ANY OTHER WAY. BASED ON MY INFO; THE LEARJET AND BA146 WERE NOT TFC; SO I CLBED THE LEARJET FROM FL270 TO FL290. IMMEDIATELY THEREAFTER; I SAW THE LEAR START TO TURN SE; INTO THE BA146. I ASKED HIM IF HE WAS TURNING OVER DKK; HE SAID YES; AND I CLRED HIM BACK TO FL270. THE DATA BLOCK INDICATED FL270 AT THIS TIME. NEXT HIT WAS FL274; THEN NEXT HIT WAS FL279. I CALLED TFC TO THE LEAR AND TOLD HIM TO RPT FL270. THE BA146 HAD A TCASII RA AND CLBED TO FL290; AND I TURNED THE BA146 30 DEGS R. THE LEAR 'PULLED G'S' GETTING BACK TO FL270; AND AN ERROR WAS NARROWLY AVERTED. I HAVE GRAVE MISGIVINGS ABOUT THE COMPUTER CHANGING RTE INFO REGARDLESS OF IF IT WAS ACCOMPLISHED. THIS IS CLRLY UNSAFE AND CONTRARY TO OUR MISSION OF SAFETY FIRST.
