Synopsis

DC8-62 FREIGHTER JUST LANDED AT EWR. DURING REVERSING AND EXITING THE HIGH SPD ON TXWY N; TOLD TO TAXI; TXWY N AND TXWY P; HOLD SHORT OF RWY 22R. CAPT TAXIES ACROSS TXWY P ONTO TXWY N AND ENTERS RWY 22R. B757 ON TKOF RWY 22R ABORTS TO TWR'S INSTRUCTIONS.

Narrative

WE LANDED ON RWY 22L AND WHILE WE WERE ROLLING OUT; WITH THE ENGS STILL IN REVERSE; THE CTLR ISSUED TAXI CLRNC. I READ IT BACK BUT EVIDENTLY THE CAPT MISUNDERSTOOD THE CLRNC. AS WE CLRED; I BEGAN THE AFTER LNDG CHKLIST. A FEW SECONDS LATER; I HEARD TWR CANCEL A TKOF CLRNC AND TELL US TO EXPEDITE ACROSS RWY 22R. WHEN I LOOKED UP; I REALIZED THE CAPT HAD GONE STRAIGHT AHEAD INSTEAD OF TURNING UP THE CTR FIELD TXWY. I THINK THAT ALL TOO COMMONLY THE TWR ISSUES TAXI CLRNCS DURING ROLLOUT WHEN IT IS BOTH NOISY AND BUSY; WHICH OFTEN LEADS TO CONFUSION AND THE NEED FOR CLARIFICATION. ALSO; IN THE FUTURE; I'M GOING TO ASSURE WE ARE BOTH IN AGREEMENT ON THE TAXI INSTRUCTIONS PRIOR TO STARTING THE AFTER LNDG CHKLIST. SUPPLEMENTAL INFO FROM ACN 414976: I MISUNDERSTOOD THE CLRNC AND ALSO HEARD THE NEXT CLRNC; 'INTO POS AND HOLD RWY 22R' FOR ANOTHER FLT Y. I GLANCED AT THE ARPT CHART; SAW THE TXWY I THOUGHT I HEARD US BEING CLRED TO; AND PROCEEDED ACROSS THE RWY 22R. IT HAPPENED VERY QUICKLY. ALSO; TXWY P SIGNS ARE HARD TO SEE AFTER EXITING THE N TXWY. I RECOMMEND THAT THE CTLR ISSUES PRECISE INSTRUCTIONS INCLUDING 'DO NOT CROSS RWY 22R' AND IMMEDIATE R TURN ON TXWY P; ETC. FOR THE FLCS; I RECOMMEND TXWY ORIENTATION AS PART OF THE APCH BRIEFING WHETHER IT IS A VISUAL OR INST APCH! SUPPLEMENTAL INFO FROM ACN 415240: AFTER LNDG ON RWY 22L AT EWR; WE TAXIED OFF OF RWY TO THE R AND WERE GIVEN INSTRUCTIONS TO TAXI; BUT TO HOLD SHORT OF RWY 22R. THE FO READ BACK THE TAXI CLRNC AS COPIED; BUT THE CAPT HAD HEARD ANOTHER ACFT GIVEN 'POS AND HOLD RWY 22R.' HE THOUGHT HE WAS CLRED ACROSS RWY 22R SO HE CONTINUED TO TAXI. WE WERE TOLD TO CALL THE TWR. THE CAPT DID SO ASAP. A B757 HAD TO ABORT A TKOF EARLY IN THE ROLL DUE TO OUR MISTAKE. CONTRIBUTING FACTORS: BUSY ARPT; 2 RWYS IN USE VERY CLOSE TOGETHER; GIVING TAXI CLRNC TO AN ACFT THAT HAS JUST COMPLETED A LNDG AND STILL PULLING OFF OF ACTIVE RWY. CORRECTIVE ACTIONS: OBVIOUSLY MORE AWARENESS ON OUR PART; BUT PERHAPS THINGS ARE A LITTLE TOO RUSHED AT EWR FOR SUCH A SMALL ARPT.
