AN ATX PLT MAKING A VISUAL TO RWY 19 AT 6F6; TX; MAKES A GAR WHEN HE SEES A CITATION ON TKOF; OPPOSITE DIRECTION. ACFT PASS 1000 FT AWAY FROM EACH OTHER.
THIS OCCURRENCE HAPPENED AT THE 6666 RANCH; A PVT STRIP NEAR GUTHRIE; TX. IT IS A PAVED 5100 FT RWY 1/19. WX WAS CAVU; WIND WAS 290-270 DEGS AT 10 KTS OR LESS. ON ARR AT 6F6; I CIRCLED THE FIELD; MAKING APPROPRIATE RADIO CALLS ON THE CTAF PROVIDED BY THE RANCH OWNERS WHEN GIVEN PERMISSION TO USE THE PVT STRIP. THE VARIABLE WIND DID NOT FAVOR EITHER RWY (RWY 1/19) AND I CHOSE TO LAND RWY 19 AND ENTERED THE PATTERN; AS RECOMMENDED IN THE AIM. I ALSO MADE POS CALLS ON THE RADIO AS RECOMMENDED. PRIOR TO ENTERING DOWNWIND THE ONLY ACFT OBSERVED WAS A CESSNA CITATION PARKED IN THE PARKING AREA NEXT TO THE RANCH HANGAR LOCATED AT THE APCH END OF RWY 1. ON SHORT FINAL; APCHING THE RWY FOR LNDG; I OBSERVED THE CITATION ON ITS TKOF RUN IN THE OPPOSITE DIRECTION USING RWY 1. ONLY AN IMMEDIATE EMER GAR PROC AVERTED A CERTAIN COLLISION/ACCIDENT. THE CITATION COMPLETED ITS TKOF WITHOUT AN ATTEMPT AT EITHER AN ABORT OR AFTER ROTATION MANEUVER TO AVOID MY ACFT. WITNESSES ON THE GND (RANCH ARPT SECURITY) SAID THAT THEY ADVISED THE CITATION PLTS THAT THERE WAS ANOTHER ACFT INBOUND AND THEY SHOULD DELAY THEIR DEP UNTIL THAT ACFT (MINE) HAD LANDED. THE WITNESSES OBSERVED MY ACFT CROSS OVER THE FIELD AND ENTER DOWNWIND FOR RWY 19. AT THE SAME TIME; THE CITATION STARTED ENGS; BEGAN TO TAXI; AND TAKE THE RWY FOR TKOF. NO RADIO CALLS WERE RECEIVED. THE CITATION PLTS RUSHED THEIR DEP AND DID NOT FOLLOW PROPER PROCS IN THEIR DEP FROM THE UNCTLED AIRFIELD. THIS NEAR MISS COULD HAVE BEEN AVOIDED HAD THESE PLTS DONE ANY OF THE FOLLOWING: 1) LOOKED FOR CONFLICTING TFC IN THE PATTERN. 2) MONITORED THE CTAF FOR OTHER TFC. 3) HEEDED THE WARNINGS OF RANCH PERSONNEL AND EXERCISED DUE CAUTION. 4) FOLLOWED PROPER PROCS FOR OPS AT UNCTLED ARPTS. 5) LOOKED OUT THEIR WINDOW PRIOR TO COMMITTING FOR TKOF.
