NMAC WITHIN THE TFC PATTERN AT A NON TWR ARPT BTWN A C152 AND A PARACHUTE JUMPING ACFT.
ON OCT/XA/98 AT AROUND XA15 I WAS 4 NM W OF CUH WHEN I HEARD A RADIO CALL THAT JUMPERS WERE AWAY. I DIDN'T CATCH THE FIRST PART OF THE XMISSION; BUT THE PLT DIDN'T STATE WHAT ARPT AT THE END OF HIS RADIO CALL. KNOWING THAT CUSHING HAD A PARACHUTE JUMPING AREA; I MADE A POS RPT THAT I WAS 3 MI TO THE W AND WOULD BE XING MIDFIELD AT 2000 FT FOR L DOWNWIND FOR RWY 17 AT CUH. THE PLT FLYING THE JUMP PLANE DID NOT REPLY; SO I CONTINUED TO APCH CUH. WHEN I WAS 3/4 NM W OF THE ARPT; I SAW A PARACHUTE SE OF THE END OF RWY 17. I PROMPTLY TURNED 45 DEGS TO THE N AND CROSSED THE RWY AROUND THE 1/4 END OF THE N END OF RWY 17/35. AS I CROSSED THE RWY I CALLED L DOWNWIND FOR RWY 17. SHORTLY THEREAFTER THE PLT FLYING THE JUMP PLANE CALLED DOWNWIND FOR RWY 26. I SAW THE JUMP PLANE 1 NM SE OF THE FIELD AT THE SAME ALT I WAS AT. I DETERMINED TO CONTINUE THE APCH AND DID A STOP-AND-GO ON RWY 17. AFTER SEEING THAT THE JUMPER WAS ON THE GND AND THAT NO OTHER JUMPERS WERE IN THE AIR; I DEPARTED RWY 17. I CLBED OUT ON THE RWY HDG FOR 2 NM AND DEPARTED THE PATTERN TO THE W. WHEN I WAS 5 NM W OF THE FIELD THE PLT FLYING THE JUMP PLANE MADE A RADIO CALL ASKING IF ANYONE HAD GOTTEN THE TAIL NUMBER OF THE ACFT THAT JUST DID A TOUCH-AND-GO AT CUH. HE STATED THAT THE PLANE HAD FLOWN INTO HIS JUMP ZONE AND CUT HIM OFF ON DOWNWIND. I DIDN'T REPLY AND CONTINUED BACK TO SWO. THIS INCIDENT COULD HAVE BEEN PREVENTED IN MANY WAYS: 1) I SHOULD HAVE READ THE NOTAMS FOR CUH PRIOR TO FLT. 2) I SHOULD HAVE ASKED FOR AN ARPT ADVISORY WHEN I WAS 10 NM FROM CUH BEFORE I ENTERED THE PATTERN. 3) WHEN I DIDN'T HEAR WHAT ARPT THAT THE JUMPERS AWAY CALL WAS MADE FOR; I SHOULD HAVE MADE A RADIO CALL ASKING WHAT ARPT. 4) WHEN I MADE MY POS RPT; THE PLT FLYING THE JUMP PLANE SHOULD HAVE TOLD ME TO DEPART THE AREA. 5) I SHOULD HAVE DEPARTED THE AREA WHEN I FIRST SAW THE PARACHUTIST. 6) THE PLT OF THE JUMP PLANE SHOULD HAVE CHOSEN RWY 17 AND FOLLOWED ME ON DOWNWIND; INSTEAD OF CHOOSING A DIAGONAL RWY TO LAND. I WAS MAKING ALL MY RADIO CALLS ON CUH UNICOM FREQ 122.8. THE PLT OF THE JUMP PLANE WAS ALSO USING CUH UNICOM FREQ OF 122.8. I THINK THAT THE PLT MIGHT NOT HAVE HEARD MY RADIO CALLS BECAUSE HE NEVER REPLIED TO MY POS RPTS. BEFORE I ENTERED THE PATTERN AT SWO; I CALLED FOR A RADIO CHK AND I CAME IN LOUD AND CLR.
