A DASH 8-100 WAS DISPATCHED WITH THE ENG FIRE EXTINGUISHER BOTTLE ELECTRICAL CONNECTOR'S LANYARDS MISSING AND DEFERRED IN CONFLICT WITH AN AIRWORTHINESS DIRECTIVE.

Narrative

SCHEDULE MAINT TASK TO CHK 'ENG F/B DISCHARGE CARTRIDGE CONTINUITY CHK.' WHILE INSPECTING SAFETIES OF CANNON PLUG'S CONNECTOR; I'D NOTICED THAT LANYARDS WERE MISSING. IT WAS VERY LATE IN THE SCHEDULE TO GET ACFT OUT AND LACK OF MANPWR TO DRILL OUT CHERRY-MAX RIVETS FROM FORWARD AND AFT BULKHEADS IN EXCESSIVELY TIGHT ACCESS PANELS; I DECIDED TO DEFER THE REPAIR. I FOUND THE SVC BULLETIN XYZ; WHICH GIVES THE INSTRUCTION ON INSTALLING LANYARDS. WITH THIS COMPANY SYS OF DEFERRING ITEMS WITH LIMITS WHICH THIS TASK DIDN'T HAVE; I DEFERRED THIS AS DETERIORATING. AFTER THE ACFT LEFT THE HANGAR I FOUND OUT LATER IT WAS AN AIRWORTHINESS DIRECTIVE. I WASN'T TRYING TO DEVIATE FROM MAINT; IT WAS SOMETHING WHICH HAD TO GET DONE. THAT NIGHT WE ENSURED THE CANNON PLUGS WERE GOING TO THE CORRECT CONNECTORS. ANOTHER BASE CORRECTED THIS AND RPTED TO MY SUPVR MY ILL MANNER OF MY WORK. BUT THE STATION THAT'S RPTING ME OF NEGLECT IS THE SAME BASE WHO WORKED IN THIS AREA AND IGNORED IT PREVIOUSLY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE RPTR WAS WORKING A FIRE BOTTLE SQUIB CHK AND NOTICED THE CONNECTOR LANYARDS WERE MISSING. THE RPTR SAID SINCE ONE END OF THE LANYARDS REQUIRED RIVETING; THE RPTR DECIDED TO ENTER A DEFERRED ITEM TO REPLACE THE MISSING LANYARDS; BEING UNAWARE THE LANYARDS WERE INSTALLED BY AN AIRWORTHINESS DIRECTIVE AND ARE A NO-GO ITEM. THE RPTR STATED NO PUB ADDRESSED THIS PROB.
