Synopsis

PLT OF A BEECH STAGGER WING 17 TOOK OFF IN FRONT OF A C152 AT AN UNCTLED ARPT CAUSING THE C152 PLT TO QUESTION THE RPTR'S JUDGEMENT FOR DOING SO.

Narrative

ON DEC/XA/98 I DEPARTED 3R3 (AUSTIN EXECUTIVE ARPT; AUSTIN; TX; AN UNCTLED ARPT IN CLASS G AIRSPACE) BTWN A DEPARTING (TOUCH-AND-GO) ACFT AND AN ACFT TURNING EXTENDED FINAL. MY ENTRY ONTO THE RWY WAS ANNOUNCED PRIOR TO ENTERING THE RWY; BUT CONCERNED THE APCHING ACFT WHOSE PLT INQUIRED OF MY ACFT'S REGISTRATION NUMBER OVER CTAF. NO RWY INCURSION OCCURRED AND AT NO TIME WAS SEPARATION LESS THAN 3000 FT NOR ACFT NOT VISUALLY SEPARATED. 3R3 HAS EXTENSIVE STUDENT AND TRAINING ACTIVITY AND THERE WERE 4 ACFT IN THE PATTERN (TOUCH-AND-GO ACTIVITY). ACFT #1 LANDED AS I WAS CLRING THE PATTERN FOR DEP. IMMEDIATELY THEREAFTER; ACFT #2 CALLED 'LONG' FINAL (IN REALITY; BASE-TO-FINAL TURN). I ANNOUNCED I WAS ENTERING THE RWY FOR DEP BEHIND ACFT #1. ACFT #2'S CALLS OF EXTENDED 'DOWNWIND' AND 'LONG' FINAL LED ME TO BELIEVE HE WAS ALLOWING FOR MY DEP. I VISUALLY VERIFIED HIS POS AS WELL OVER 1/2 MI FROM THE RWY (WELL BEYOND A 'STANDARD' 1/2 MI BASE-TO-FINAL TURN; HIGH AND IN A 60 DEG BANK TURN). AS ACFT #1 DEPARTED AND I BEGAN TKOF ROLL; THE PLT OF ACFT #2 EMPHATICALLY CALLED THAT HE WAS ON FINAL. SINCE THERE WAS NO SAFETY RISK; SUFFICIENT SEPARATION AND NO OPPORTUNITY TO LEAVE THE RWY; I CONTINUED THE DEP. I WAS OFF THE GND AND NEAR THE END OF THE RWY BEFORE ACFT #2 CROSSED THE APCH THRESHOLD. AFTER TKOF; ACFT #2 REQUESTED MY REGISTRATION NUMBER. BECAUSE OF THE HVY TFC ON THE FREQ; I IGNORED THE REQUEST. THE PLT OF ACFT #2 IS A PVT PLT BUT MAY NOT HAVE EXPERIENCED HIGH DENSITY TFC AND MAY NOT HAVE EXPERIENCED A DEPARTING ACFT WHILE ON LONG FINAL. POTENTIAL AVOIDANCE OF THIS TYPE SIT MIGHT BE TO REQUEST CONFIRMATION OF THE APCHING ACFT ABOUT WHETHER DEP IN FRONT WOULD CONCERN THE PLT; HOWEVER; IN THIS SIT; THE VISUAL CONDITIONS AND SEPARATION DID NOT WARRANT ADDITIONAL USAGE OF A CONGESTED FREQ.
