CAPT OF AN AIRBUS 310 FAILED TO RECOGNIZE THAT THEY DID NOT HAVE SUFFICIENT DISTANCE WITH WHICH TO MAKE A XING RESTR DUE TO A STRONG TAILWIND COMPONENT; UNTIL IT WAS TOO LATE FOR ATC TO VECTOR THEM OFF COURSE TO MAKE THE RESTR.
WHILE HOLDING AT GARDNER VOR AND ON THE GARDNER 2 ARR INTO BOSTON; ZBW INSTRUCTED US TO CROSS BRONC INTXN AT 11000 FT. WE WERE AT FL190-FL200 AND THE CTLR ASKED US IF WE COULD MAKE THE RESTR AND THAT IF WE COULDN'T THEN WE COULD HAVE A VECTOR OFF THE ARR. WE SAID THAT WE THOUGHT THAT WE COULD MAKE IT. HOWEVER; AFTER TURNING TOWARD THE FIX AND STARTING DOWN WE ENCOUNTERED TAILWINDS OF ALMOST 100 KTS AND INFORMED THE CTLR THAT WE THOUGHT THAT WE MAY NOT MAKE THE XING RESTR AT BRONC. WE WERE THEN GIVEN A VECTOR OFF THE ARR BUT WERE SCOLDED BY THE CTLR FOR SAYING THAT WE COULD MAKE THE RESTR. WE ACTUALLY WOULD HAVE MADE THE XING RESTR; BUT I THINK THAT DUE TO THE HIGH TAILWINDS AND OUR HIGH GND SPD WE HAD LITTLE TIME TO MAKE THE RESTR. I THINK THAT THE CTLR SHOULD HAVE GIVEN US A TURN IN THE HOLDING PATTERN TO LOSE ALT BEFORE GIVING US THE XING RESTR SINCE I AM SURE THAT THE CTLR WAS AWARE OF THE STRONG WINDS OUT OF THE W. THERE WOULD HAVE THEN BEEN NO DOUBT ABOUT OUR MAKING THE XING RESTR.
