A JETSTREAM 3201 ON TAXI OUT FROM THE GATE DECLARED AN EMER DUE TO A #1 ENG FIRE WARNING CAUSED BY A FUEL CTL LINE NOT SECURED.
DURING NORMAL TAXIING OUT FOR DEP; THE L ENG FIRE BELL AND ASSOCIATED LIGHTS WENT OFF. AFTER HAVING STOPPED THE ACFT AND SECURED THE ENG; THE BOTTLES WERE FIRED WITHOUT SUCCESS IN EXTINGUISHING THE FIRE. EMER WAS BROADCAST AND FIRE TRUCKS ASSISTANCE WAS REQUESTED. COMPANY WAS NOTIFIED AND PAX EVACED WITHOUT INCIDENT. ONLY THE INTERVENTION OF THE FIRE CREW WAS SUCCESSFUL IN EXTINGUISHING THE FIRE WARNING. TO BE NOTED THAT THE ACFT WAS IN MAINT FOR THE PREVIOUS 4 DAYS AND THIS WAS THE FIRST FLT -- TEST FLT. I JUST WISH THE FAA HAD A CLOSER LOOK TO OUR MAINT QUALITY FOR THE PAX SAKE; IF NOT FOR OURS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE L ENG WAS ON FIRE -- IT WAS NOT A FALSE WARNING. THE RPTR SAID THAT BOTH FIRE BOTTLES WERE USED BUT THE FIRE WAS NOT EXTINGUISHED UNTIL THE FIRE TRUCKS SPRAYED THE ENG DOWN. THE RPTR STATED THE CAUSE WAS THE USUAL SLOPPY MAINT THIS ORGANIZATION PROMOTES; A FUEL CTL UNIT REPLACED AND A FUEL LINE TO THIS UNIT FINGER TIGHT SPRAYING FUEL OVER THE ENG HOT SECTION. THE RPTR SAID THE ENG WAS NEVER RUN AFTER THE INSTALLATION TO CHK THE ENG OP WITH THE NEW UNIT AND ADJUST THE IDLE AND PART PWR SETTINGS. THE RPTR SAID THE MGMNT HAS ALLOWED THE MAINT GROUP TO SLIDE INTO A DEPLORABLE AND DANGEROUS CONDITIONS. THE RPTR WAS COUNSELED BY THE ANALYST AND GIVEN THE FAA HOTLINE.
