Synopsis

ACR E120 FLC MISINTERP CTLR TAXI CLRNC INSTRUCTIONS AND APPARENTLY BLOCK THE TAXI RTE OF ANOTHER ACFT WAITING TO TAXI FOR DEP.

Narrative

WE (ACFT X) HAD LANDED ON RWY 9 AND WERE TOLD TO CLR AT TXWY B. WE COMPLIED. ONCE CLR OF RWY ON TAXI B; WE WERE TOLD BY TWR TO CROSS RWY 14 AND CONTACT GND ON THE OTHER SIDE OF RWY 14. WE CLRED RWY 14. ANOTHER ACFT WAS NOTICED SITTING PARKED ON THE TXWY WE WERE ENTERING. WE CONTINUED TAXI ONTO THE TXWY THE OTHER ACFT WAS ON AND THEN CONTACTED GND. GND CTL ASKED US IF WE WERE ON THE MAIN TXWY. WE ACKNOWLEDGED THAT WE WERE. WE WERE TOLD THAT IN THE FUTURE WE NEEDED TO STOP AND CONTACT GND PRIOR TO MOVEMENT ONTO MAIN TXWY SINCE THE OTHER ACFT (ACFT Y) HAD ALREADY BEEN ISSUED A TAXI CLRNC. I HAD MADE THE WRONG ASSUMPTION THAT THE ACFT WAS HOLDING FOR US. EVENTS THAT LED TO THIS HAPPENING WHICH COULD BE CONTRIBUTING FACTORS WERE THAT THE FO WAS BUSY WITH AFTER LNDG FLOWS; SO A TIMELY CALL ON GND WAS NOT MADE. ALSO; THE HOLD SHORT LINE TO CLR ONCE XING THE ACTIVE RWY PLACED THE ACFT TOO CLOSE TO THE MAIN TXWY. OTHER ACFT TAXIING PAST MAY HAVE FOUND IT DIFFICULT TO GET PAST US. THE NEXT TIME; HOWEVER; IF EVER IN DOUBT; THE ACFT SHOULD BE STOPPED AND THE CLRNC NEEDS TO BE CLARIFIED.
