Synopsis

CAPT OF A LEARJET 25 ON AN ATX FLT LANDED AT OTM ON AN UNLIGHTED RWY AT NIGHT DUE TO THE OTHER RWY WAS CLOSED; BECAUSE OF SNOW.

Narrative

DURING PREFLT FOR A TRIP FROM SALT LAKE; UT; TO WHITE PLAINS; NY; OTTUMWA; IA; WAS CHOSEN FOR A FUEL STOP. THIS ARPT HAD 2 GOOD RWYS; ILS; AND WX RPTING CAPABILITIES. WX WAS CHKED ON WSI ALONG WITH NOTAMS. 1ST MISTAKE WAS FAULT OF LOOKING AT ONLY 1 PAGE OF NOTAMS; BY ACCIDENT. I THEN CALLED CEDAR RADIO TO FILE A FLT PLAN AND CHK FOR ANY AIRMETS OR SIGMETS ALONG OUR RTE. NOTHING WAS SAID OF NOTAMS FOR OTM. 2ND SAFETY LOOP PASSED. OUR DISPATCHER CALLED THE LCL FBO TO ARRANGE A FUELER AT XX00 FOR AFTER HR SVC. 3RD SAFETY LOOP PASSED AND NOTHING WAS SAID OF THE ARPT CONDITIONS. UPON REACHING OTM ZAU VECTORED US FOR THE ILS RWY 31. THE BEACON WAS VISIBLE; RWY LIGHTS WERE VISIBLE FOR RWY 4/22 AND THE SFL; SEQUENCED FLASHING LIGHTS; FOR RWY 13/31 WAS VISIBLE. WE REQUESTED THE VISUAL APCH AFTER BECOMING ESTABLISHED ON THE ILS. WITHIN 10 NM OF ARPT WE CANCELED AND TALKED TO UNICOM. CTR BEING THE 4TH SAFETY LOOP FAILED TO INFORM US THAT WE JUST GOT VECTORED TO A RWY NOTAMED AS HAVING NO LIGHTS. UPON REALIZING THAT THE LIGHTS DIDN'T WORK WE WENT AROUND AND CIRCLED FOR RWY 22. UNICOM CAME ON AND SAID THAT RWY WAS CLOSED DUE TO SNOW. SO WE CIRCLED TO RWY 31 AGAIN. USING THE ILS TO 200 FT AND THEN THE SFL; SEQUENCED FLASHING LIGHTS; TO THE END OF THE RWY PROVIDED GOOD VISUAL CUES; SO WE LANDED. ACFT LIGHTING PROVIDED THE REST. CAPT LACK OF CHKING 2ND PAGE OF NOTAMS; DUE TO POP UP RUSHED TRIP WAS 1ST FAULT. 3 OTHER AVIATION PERSONNEL DIDN'T ADVISE OF NOTAMS. WHY WAS AN UNLIGHTED ARPT PROVIDING A GREEN/WHITE BEACON? WHY WAS RWY 4/22 COVERED WITH 6 INCHES OF SNOW AND CLOSED LIGHTED? MANY FACTORS SHOULD HAVE STOPPED THIS MISTAKE AND SO MANY WERE WRONG. THE ARPT MAINT SAID; 'THEY DIDN'T EVEN KNOW THE LIGHTS WERE OUT. CAPT HAS LEARNED THAT NOTHING EVER AGAIN WILL RUSH HIM. COPLT WAS UNAWARE OF FUEL STOP UNTIL ENRTE; DUE TO CAR PROBS THAT NIGHT. HE HAD CHKED GENERAL WX NEARBY. HE SAID AFTER THE FACT THAT; 'ON ANY OTHER NIGHT HE WOULD'VE HAD A MORE THOROUGH BRIEF HIMSELF.'
