B767 DEPARTS WITH RPT OF MODERATE TURB ONLY TO ENCOUNTER SEVERE TURB ON CLB WITH MOMENTS OF LOSS OF ACFT CTL. EVERYONE SEATED AND NO INJURIES.

Narrative

ATC FACILITY: NEW YORK DEP. LOCATION: JFK 220 DEG RADIAL; 5 DME. ON DEP; TWR HAD SAID ONLY MODERATE TURB. ON DEP OUT OF 1000 FT TO 2000 FT; ENCOUNTERED POCKETS OF SEVERE TURB UP THROUGH 10000 FT. HOWEVER; SINCE IN A CLB; WAS ABLE TO KEEP POSITIVE G FORCES TO LESS THAN 2 G'S AND NO NEGATIVE G FORCES. THERE WERE PERIODS OF TIME WHEN UNABLE TO CTL PITCH OR HDGS FOR SHORT PERIODS. ALL PAX AND CREW WERE SEATED AND NO INJURIES WERE RPTED. DISPATCH AND ATC WERE NOTIFIED AND LOGBOOK ENTRY WAS MADE. SUPPLEMENTAL INFO FROM ACN 425175: THE WX IN NEW YORK WAS HORRIBLE. WIND GUSTS OF UP TO 50 MPH AND DOWNPOUR RAIN -- IN SHEETS. THE CAPT INFORMED US THAT THE RWYS KEEP CHANGING BECAUSE OF THE WINDS. I BELIEVE WE WERE THE FIRST ACFT DOWN THIS PARTICULAR RWY. TKOF WAS FINE FOR ABOUT 1 OR 2 MINS. THEN ALL HELL BROKE LOOSE. SEVERE TURB. AS FAR AS I'M CONCERNED; WE NEVER SHOULD HAVE TAKEN OFF IN THAT WX. THE RAIN WAS COMING DOWN IN SHEETS AND THE WIND WAS INCREDIBLE. SUPPLEMENTAL INFO FROM ACN 425724: I COULD FEEL THE PLANE BEING BUFFETED BY THE WIND. SHORTLY AFTER TKOF; WE ENCOUNTERED SIGNIFICANT TURB -- THE WORSE I HAVE EVER EXPERIENCE IN 26 YRS. THE FORCE WAS IN AN UP AND DOWN DIRECTION AT FIRST AND THEN A SIDE-TO-SIDE DIRECTION. I HAD A HEADACHE THE REST OF THE FLT. WHETHER IT WAS STRESS INDUCED OR PHYSICAL; I DON'T KNOW. IN MY OPINION; THE WX SIT SHOULD HAVE PROHIBITED TAKING OFF.
