AN ACFT FAILED TO HAVE LNDG GEAR EXTENDED PRIOR TO THE 12 PT 5 NM NRT LOC AS REQUIRED BY LCL PROC. MODERATE TURB IN HOLDING PATTERN AND A TURN TO FAF AT OR NEAR THE 12 PT 5 NM FIX TO DISLODGE ANY BLUE ICE THAT MAY HAVE ACCUMULATED ON AIRFRAME.

Narrative

VECTORED TO FINAL APCH TO INTERCEPT LOC FOR RWY 34; THEN GIVEN TURN TO INTERCEPT VOR RADIAL TO HOLD. TWR RPTING +/-20 KTS ON APCH. LIGHT TO MODERATE TURB IN THE HOLD. CONTINUOUS DSCNTS GIVEN IN HOLD TILL VECTORED ONCE MORE FOR APCH. A LOT GOING ON AT ONCE PRIOR TO GETTING ESTABLISHED INBOUND JUST ABOUT AT SHORELINE; CALLED FOR GEAR DOWN AT OR BEFORE SHORELINE PER NOTE ON APCH PLATE. GEAR MAY NOT HAVE BEEN FULLY EXTENDED WHEN WE CROSSED SHORELINE. LCL ATC AUTHS CONTACTED OUR LCL OPS PEOPLE TO INQUIRE AS TO OUR SIDE OF THE STORY (THEY HAVE SPOTTERS AT THE SHORELINE TO ENSURE COMPLIANCE). OUR OPS FOLKS TOLD US THAT NOTHING FURTHER WOULD COME OF THIS. OBVIOUSLY; THE TURB AT ALT; THE DISCUSSION ABOUT WHETHER OR NOT TO ATTEMPT A LNDG UNDER THE CONDITIONS PRESENT; THE NUMBER AND FREQUENCY OF ATC COMS/COMMANDS; AND A RELATIVELY SHORT DISTANCE FROM THE HOLD TO THE SHORELINE ALL CONTRIBUTED TO THE PROB. POSSIBLE SOLUTION: A REMINDER FROM THE APCH CTLR OF THIS VERY UNUSUAL PROC (SIMILAR TO THE CANADIAN 'CHK GEAR DOWN'); ESPECIALLY DURING BAD WX SITS.
