AN FK10 PIC RPT ON AN ALLEGED APCH CTLR ATTITUDE AND ATC PROC IN ISSUANCE OF A DSCNT CLRNC THROUGH AN OCCUPIED ALT OF A XING BONANZA.

Narrative

ICT APCH CTL. LOCATION: APPROX 25 MI SSE ICT. I WAS PNF. WE WERE DSNDING TO 10000 FT AND A SMALL ACFT WAS CALLED AS TFC AT OUR 10 O'CLOCK POS AT 9500 FT EBOUND. WE WERE LEVELING AT 10000 FT. THE TCASII COMMANDED 'CLB; CLB;' FOLLOWED BY REDUCED VERT SPD; THEN CLR OF CONFLICT. THE FO; PF; FOLLOWED THE COMMANDS SMOOTHLY AND AS WE LEVELED AT 10000 FT EXACTLY; ON AUTOPLT; THE ALT ON THE BONANZA SHOWED -400 FT. THAT ACFT WAS IN SIGHT THE ENTIRE TIME OF THE EVENT; AND JUST PRIOR TO THE RA ALSO. DURING THIS EVENT (THAT I ADVISED THE CTLR ABOUT IMMEDIATELY) HE GAVE US FURTHER CLRNC DURING THE EVENT THAT WAS BLOCKED BY THE TCASII RA COMMANDS. EVERYTHING WAS FINE OTHER THAN THE ADVISORY ITSELF; BUT IT SEEMED THAT IT WAS TOO SENSITIVE AS WE WERE DSNDING VERY SLOWLY -- ONLY 100-200 FPM FOR THE LAST 200-300 FT OR SO. NO REAL CONFLICT DEVELOPED AS THE BONANZA WAS IN SIGHT THE ENTIRE TIME. BUT WHAT IS DISTURBING IS THAT THE CTLR APPEARED NOT TO UNDERSTAND THAT WE WERE RESPONDING ACCORDINGLY AND NONCHALANTLY GIVING US FURTHER DSCNT CLRNC.
