Synopsis

APCH CTLR NEGLECTS TO ALLOW FOR STRONG WIND CONDITION AND DC8 FLC STRUGGLE TO CONDUCT STABLE APCH.

Narrative

WX IN SDF BETTER THAN 5000 FT CEILING; VISIBILITY BETTER THAN 5 MI; WIND 190 DEGS AT 7 KTS; LNDG RWYS 17L&R. WE ENTERED THE SDF AREA AT MAIZE INTXN. WE ENTERED UPWIND; HDG 190 DEGS ON THE W SIDE OF THE ARPT FOR LNDG ON RWY 17R. 2 MI S OF THE FIELD; WE TURNED FOR A XWIND; THEN A R DOWNWIND; HDG 340 DEGS ON THE W SIDE OF THE FIELD. WE WERE AT 3000 FT AND THE WIND WAS 260 DEGS AT 52 KTS. WE CONTINUED DOWNWIND TILL APPROX 12-14 MI FROM THE FIELD. APCH GAVE A TURN TO 080 DEGS. WE HAD NOT YET PASSED 60 DEGS OF HDG WHEN APCH INSTRUCTED WE TURN TO 110 DEGS; INTERCEPT THE LOC; CLRED FOR THE APCH. THEY THEN INSTRUCTED US TO TURN TO 160 DEGS. WE HAD A 50-52 KT TAILWIND AND WENT IMMEDIATELY THROUGH THE LOC. THE FO THEN SAID WE WERE APCHING THE CTRLINE OF RWY 17L. WE WERE CONFIGURING AND TURNING. I DISCONNECTED THE AUTOPLT; BANKED TO ALMOST 45 DEGS AND ADDED PWR TO INCREASE OUR CLOSURE BACK TO THE RWY 17 CTRLINE. DURING THIS MANEUVER; APCH ADVISED A HDG OF 200 DEGS TO INTERCEPT. WE ACQUIRED THE LOC AND AFTER STABILIZING ADVISED THE TWR OF THE WINDS. THIS IS THE SECOND TIME THIS HAS HAPPENED TO ME. SINCE WE WERE UNDER ATC DIRECTIONS; I WASN'T PLANNING ON 'GOING FOR THE RWY' AND DISREGARDING HDG INSTRUCTIONS. SURELY; ATC REALIZED THERE WERE SIGNIFICANT WINDS. IF THEY ASKED ANY ACFT; THEY COULD GIVE THE WIND READOUT. IF THEY KNEW; THEY COULD COMPENSATE.
