A B737-300 ON TAXIING TO THE DEICE PAD WHEN TURNING ACFT ENCOUNTERED WATER COVERED ICE AND DEPARTED THE TXWY DAMAGING 1 TXWY LIGHT.

Narrative

ACR FERRY FLT XYZ YUL TO BOSTON TAXI TO DEICE PAD (TXWY H). DURING AN EXTREMELY CAUTIOUS AND SLOW TAXI (ICE/SNOW/STANDING WATER) TURNING ONTO TXWY H; ENCOUNTERED ZERO BRAKING CAPABILITIES WHILE ESTABLISHED IN TURN. AIRPLANE WAS SLIDING AND UNCTLABLE DUE TO ICE HIDDEN UNDER STANDING WATER. REVERSE THRUST AND MAX BRAKING WERE USED. DUE TO HVY WIND AND THE AMOUNT OF ICE; AIRPLANE TAXIED BTWN TAXI LIGHTS ONTO A PAVED SHOULDER OF THE TXWY. BECAUSE REVERSE WAS USED; DURING TAXI WE REQUESTED AIRPLANE BE TOWED; SO AN INSPECTION OF ENGS COULD BE CONDUCTED TO VERIFY NO FOD WAS INGESTED INTO ENGS. TUG; WITH ASSISTANCE OF SAND TRUCK; WAS AVAILABLE TO POS ACFT TO ALLOW FOR INSPECTION. NO DAMAGE TO ACFT OR ARPT FACILITIES DURING TAXI. 1 TXWY LIGHT WAS DAMAGED DURING TUG PROCESS. ARPT EMPLOYEE NOTED THAT TXWY SHOULD NEVER HAVE BEEN OPENED OR USED DUE TO THE ICE CONDITIONS WHICH COVERED THE ENTIRE TXWY; VEHICLES; TUGS AND PERSONNEL COULD NOT OPERATE DUE TO ICE CONDITIONS WHICH WERE COVERED UNDER STANDING WATER.
