FLC OF AN AIRBUS A320 WERE CONCERNED THAT A TRAILING B767 WOULD CAUSE A CONFLICTION DURING HOLDING SINCE APCH CTLR HAD NOT YET GIVEN THEM A CLRNC TO START THE APCH AND VACATE THE HOLDING INTXN.

Narrative

PROB: MBJ APCH APPARENTLY CLRED AN ACFT BEHIND US THROUGH OUR ALT AND FOR THE APCH; PASSING US BY. WITH GOOD VFR RPTED ON MBJ; THE APCH DOWN TO SHORT FINAL WAS OBSCURED WITH MODERATE TO HVY RAIN SHOWERS. SIT: DSNDING INTO MONTEGO BAY; MBJ; VIA THE GONIS 3 ARR TO MOBAR (IF) INTXN AND EXPECT APCH CLRNC LATER. MBJ APCH SEEMED CONTINUALLY BEHIND AND ONLY ALLOWING US TO CONTINUE DSCNT IN SMALL INCREMENTS. APCH WAS VERY BUSY WHILE WE WERE ON THE 12 DME ARC AND TURNING INTO MOBAR. REPEATED QUESTIONING BY US DID NOT UPDATE OUR XX04Z EFC AND GAVE US NO APCH CLRNC BEYOND MOBAR; OUR CLRNC LIMIT. UPON XING MOBAR WE ENTERED THE DEPICTED HOLDING AND CALLED APCH WITH REQUIRED HOLDING RPT. AT SOME POINT IN HOLDING; APCH UPDATED EFC TIME TO XX08Z FROM PREVIOUS XX04Z. THE CTLR WAS TALKING SO FAST AND CONTINUALLY THAT WE WERE CONCERNED THAT THE ACFT FOLLOWING US ON THE ARC WOULD BE A TFC CONFLICT FOR US AT OUR 4000 FT. AFTER SEVERAL TURNS IN HOLDING AND PROCEEDING OUTBOUND; WITH US BEING VERY DEFENSIVE AND ALERT; WE VISUALLY SPOTTED; THEN SAW ON TCASII; A JET (EITHER ACR X OR ACR Y) COMING INTO MOBAR AT 3000 FT. AFTER RPTING THAT FACT; A NEW CTLR'S VOICE CAME ON THE RADIO AND EVENTUALLY CLRED US FOR THE APCH. SEPARATION WAS ALWAYS AT LEAST 1000 FT VERTLY. HVY RAIN SHOWERS ON THE APCH PATH UNTIL SHORT FINAL WERE A FACTOR. WE WERE CONCERNED THAT ANOTHER JET PASSED US BY ON THE ARR WITHOUT APPARENT KNOWLEDGE BY MBJ APCH. FOLLOWING THE ABOVE SIT; WE COMPLETED THE NON PRECISION STEPDOWN 'VOR DME RWY 7' APCH TO A SUCCESSFUL AND UNEVENTFUL LNDG. AGAIN; NO LOSS OF LEGAL SEPARATION WAS EVIDENT FROM OUR KNOWLEDGE. ADDITIONAL FACTOR: HARD TO UNDERSTAND DIALECT AND NON ENGLISH RADIO XMISSIONS.
