FAA INSPECTOR DURING ENRTE INSPECTION OF AN ACR OBSERVED THAT DURING PREFLT THE FLC DID NOT REMOVE OR CHK THEIR SMOKE GOGGLES AND THE FO DID NOT HAVE ON HIS SHOULDER HARNESS.

Narrative

FAA JUMP SEAT LINE CHK BWI-MDT. WHEN WE ARRIVED IN BWI WE WERE INFORMED THAT THERE WOULD BE 2 FAA INSPECTORS RIDING TO MDT WITH US. WE WERE A LITTLE LATE BECAUSE OF STRONG WINDS THAT DAY. AFTER A BRIEF INTRODUCTION; I WENT TO GET OUR WX AND RELEASE. I MENTION THIS BECAUSE WHEN I RETURNED I WAS INFORMED THAT ONE INSPECTOR WAS CONCERNED ABOUT A CABIN ITEM THAT REQUIRED A MAINT WRITE-UP. I HAD TO GO BACK TO OPS AND CALL THAT IN. IT CAUSED FURTHER DELAY. AFTER MY RETURN; I TOOK MY PLACE IN THE COCKPIT AND STARTED THE PROCS FOR A JUMP SEAT OCCUPANT AND BEFORE START CHKLISTS. THE FLT SEEMED NORMAL AND WAS UNEVENTFUL TO ME. AFTER THE PAX DEPLANED IN MDT; THE GENTLEMAN IN THE JUMP SEAT SAID; 'NICE FLT -- 2 POINTS: NEITHER YOU NOR YOUR FO REMOVED THE SMOKE GOGGLES AND CHKED THEM. AND THE FO DID NOT HAVE HIS SHOULDER HARNESS ON.' HIS COMMENT WAS BRIEF; DID NOT PRESS THE ISSUE OR IMPLY THAT HE WOULD TAKE ACTION ON IT. IT WAS THE LAST LEG OF THE TRIP AND BACK TO OUR DOMICILE. IT WAS NIGHT (DARK IN COCKPIT); WE HAD BEEN RUNNING LATE; WE HAD BEEN IN THIS ACFT SINCE WE STARTED THAT DAY.
