A B737 FLC RECEIVED A TCASII RA IN CLB. WHEN ASKED WHY AN ADVISORY HAD NOT BEEN ISSUED; ARTCC RESPONSE WAS THAT THE PREVIOUS SECTOR HAD THAT RESPONSIBILITY.

Narrative

ASSIGNED 17000 FT ON INTERCEPTION OF J149; PASSING 13000 FT; WE GOT A TCASII ADVISORY FROM OUR L QUADRANT. QUICKLY TURNED INTO AN RA WHICH INSTRUCTED US TO DSND. PF FOLLOWED ALL INSTRUCTIONS PROVIDED BY TCASII. FO RPTS CLOSEST POINT OF APCH WAS 200 FT ABOVE US. CTR WAS ADVISED THAT WE WERE RESPONDING TO AN RA. WE NEVER ACQUIRED THE ACFT VISUALLY NOR DID CTR ADVISE OF TFC. WHEN QUERIED BY FO; CTR SAID IT WAS THE OTHER SECTOR'S RESPONSIBILITY. UNRELATED TO THE INCIDENT; BUT SIGNIFICANT ERRORS OCCURRED TO ME (US). CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE FLC STATED THAT THE TCASII ALERT OCCURRED SHORTLY AFTER A FREQ CHANGE AND THERE WAS INSUFFICIENT TIME FOR ARTCC TO HAVE ALERTED THEM OF A POSSIBLE CONFLICT WITH ANOTHER ACFT. DURING THE EVASIVE MANEUVER THE RPTR STATED THAT THERE HAD BEEN A SECOND TCASII RA WHICH DIRECTED A FURTHER DSCNT. THIS SECOND EVENT WAS UNRPTED. VISUAL CONTACT WAS ONLY BRIEFLY ESTABLISHED WITH THE FIRST ACFT. THE ONLY RECOLLECTION OF THAT ACFT WAS THE DISTANCE OF 200 FT VERTLY.
