A FALCON 900B FLC EXCEEDS 300 KTS WHILE BELOW 10000 FT NEAR HOU; TX.
I WAS THE PIC; SITTING IN THE R SEAT; NOT FLYING. WE WERE LEVEL AT 12000 FT ON THE STRUCKS ARR TO HOUSTON HOBBY WHEN APCH CTL ASKED US TO KEEP OUR SPD UP WITH A MINIMUM OF 300 KTS. LATER; WE WERE CLRED TO 6000 FT AND NORMAL SPD. THE PF STARTED THE DSCNT WHILE I BECAME BUSY OBTAINING ATIS; CALLING THE FBO; AND REVIEWING THE ARPT PLATES. AFTER I FINISHED THOSE DUTIES I NOTICED WE WERE NOW LEVEL AT 6000 FT AND INDICATED AIRSPD WAS 340 KIAS! I CHALLENGED THE PF BY NOTING ORALLY WHAT THE AIRSPD WAS. HE RESPONDED WITH ACKNOWLEDGING THAT HE KNEW WHAT THE AIRSPD WAS AND THAT HE THINKS THAT APCH CTL WANTS US TO KEEP OUR SPD UP. (I BELIEVE HE WAS REFERRING TO THE PROGRAM THAT HOUSTON APCH HAD/HAS IN EFFECT WHERE THEY TELL YOU SPD UNRESTR BELOW 10000 FT.) I INFORMED THE OTHER PLT THAT WE WERE GIVEN NORMAL SPD FOR OUR DSCNT. OUR AIRSPD WAS STILL 340 KIAS WHEN APCH CTL TOLD US TO SLOW TO 210 KTS. THE NEXT MORNING WHILE PREPARING THE ACFT FOR ANOTHER FLT; I INFORMED THE OTHER PLT THAT I WAS GOING TO FILE THIS NASA RPT. HIS RESPONSE WAS A VERY FLIPPANT; 'I'M NOT; I'M NOT WORRIED IN THE LEAST!' WHICH BRINGS ME TO THE ROOT OF THE PROB. THE PNF IS VERY SENIOR TO ME; ALTHOUGH HE WAS NOT PIC ON THIS TRIP. HIS ATTITUDES AND MANNERISMS ARE VERY MACHO AND ANTI-AUTH WHEN HE IS NOT PIC. HE IS NOT ONE WHO WORKS WELL WITH OTHERS. I CONSTANTLY FIND THAT I NEED TO TIP-TOE AROUND HIM AND HIS ATTITUDES IN ORDER TO KEEP A DECENT WORK ENVIRONMENT. THIS CAN HAVE A PRICE WHICH IS TO DEGRADE THE PERFORMANCE OF OUR FLT DUTIES. IF I GO TO MGMNT WITH THIS PROB; I'LL ONLY START A WAR WITH THIS INDIVIDUAL. IF I DON'T; THEN THE PERFORMANCE OF THE COCKPIT IS LESS THAN IDEAL! CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR DID NOT KNOW WHAT TO DO AND WAS ADVISED TO SEEK PROFESSIONAL ASSISTANCE FROM HIS COMPANY'S PROFESSIONAL STANDARDS DEPT.
