A BEECH BONANZA 35 PLT OBSERVED AN AIRLINE TURBOPROP ACFT SEEMINGLY IN AN EVASIVE MANEUVER FROM BELOW AND TO THE R ON DEP FROM TYR.
I DEPARTED TYR VFR. I DEPARTED ON RWY 13 AND WAS GIVEN PERMISSION TO MAKE A R TURNOUT. I ASKED FOR AND WAS GIVEN PERMISSION TO CONTACT LONGVIEW APCH. I WAS TALKING WITH LONGVIEW AND ASKING FOR VFR FLT FOLLOWING WHEN A TURBOPROP (TYPE UNKNOWN) SUDDENLY APPEARED FROM BELOW MY R WING. I WAS ON A HDG OF ABOUT 245 DEGS AND ESTIMATE HIS INITIAL HDG TO HAVE BEEN ABOUT 260 DEGS. I'M ALSO NOT SURE EXACTLY HOW FAR FROM THE TYLER ARPT I WAS BUT IT HAD BEEN SEVERAL MINS SINCE I DEPARTED SO I WOULD ESTIMATE THAT I WAS OUTSIDE THE CLASS D AIRSPACE. I DIDN'T NOTICE MY ALT BUT WOULD ESTIMATE IT TO BE AROUND 2500 FT. HE WAS OBVIOUSLY DOING A HARD PUSHOVER WITH HIS HIGHEST ALT BEING SOMEWHAT LESS THAN MINE. HE THEN BEGAN A TURN TO THE R. SHORTLY THEREAFTER HE CAME UP ON LONGVIEW'S FREQ TALKING ABOUT A SINGLE ENG BONANZA AND ASKING LONGVIEW IF THEY SAW ME. DISTANCES ARE DIFFICULT TO JUDGE INFLT BUT AT THE CLOSEST POINT THAT I COULD OBSERVE HE WAS PROBABLY 500 FT AWAY AT ABOUT MY 2 O'CLOCK POS. I FEEL CERTAIN THAT THE ACFT WAS THE SAME ONE THAT WAS JUST STARTING ENGS AT TYLER AS I TAXIED OUT. I EXPLAINED TO LONGVIEW THAT THE ACFT HAD COME UP FROM BEHIND AND UNDERNEATH ME AND THAT I COULD NOT HAVE SEEN HIM UNTIL HE PASSED ME. IT APPEARED TO ME THAT THE EVASIVE MANEUVER DONE BY THE PLT WAS EXCESSIVE AND I BELIEVE THAT HE MIGHT HAVE BEEN REACTING TO A TCASII WARNING AND DIDN'T ACQUIRE ME VISUALLY UNTIL HE HAD BEGUN THE EVASIVE MANEUVER. I DID NOT TAKE ANY EVASIVE ACTION MYSELF. MY XPONDER WAS ON AND SQUAWKING MODE C. I DON'T KNOW IF I HAD BEEN GIVEN A CODE YET BY LONGVIEW. UNFORTUNATELY; I DON'T KNOW OF ANYTHING THAT I COULD HAVE DONE TO PREVENT THIS FROM OCCURRING. VFR OPS IN THE VICINITY OF AN ARPT REQUIRE ALL PLTS TO BE ESPECIALLY VIGILANT IN WATCHING FOR OTHER ACFT.
