PLT FLEW WITHOUT LICENSES IN POSSESSION UNTIL CAUGHT ON FAA RAMP CHK. TEMPORARIES WERE PROVIDED. FAA SATISFIED.

Narrative

NON SCHEDULED (CHARTER) FREIGHT OP IN A FA20. WE HAD FLOWN 1 TRIP (3 LEGS). CREW CONSISTED OF MYSELF; MY FO; AND A THIRD PLT; ACTING AS JUMP SEAT OBSERVER; WHO ALSO FLEW AS FO ON FAR 91 (NON REVENUE) LEGS. ALL CREW MEMBERS WERE LEGAL; CURRENT AND QUALIFIED (LICENSES; CHK RIDES; ETC). FAA OPS INSPECTOR ARRIVED AND ANNOUNCED A 'RAMP CHK.' FO REALIZED THAT HE HAD LEFT HIS LICENSE AND MEDICAL AT HOME. FO IS 24 YRS OLD; HIS AIRLINE PLT ASPIRATIONS; SAW A VIOLATION COMING AND FIGURED THIS WOULD PREVENT HIM FROM EVER GETTING AN AIRLINE JOB. HE LIED; SAID THAT HE WAS A NON-FLYING OBSERVER AND THAT THE FLC CONSISTED OF 3RD PLT AND MYSELF. HE THEN WINKED AT ME BEFORE I COULD SAY 'HUH?' I STOOD THERE; DUMBFOUNDED; WHILE INSPECTOR ASKED THE (REAL) OBSERVER WHEN HE HAD TAKEN HIS FAR 135 CHKRIDE. OBSERVER ANSWERED; TRUTHFULLY; THAT HE HAD NOT YET TAKEN THE CHKRIDE; AND THE LIE WAS OBVIOUS. (INSPECTOR WAS NOT AMUSED.) FO GOT COMPANY TO 'FAX' HIM COPIES OF HIS MEDICAL AND LICENSES. INSPECTOR WAS SATISFIED WITH THAT.
