Synopsis

A B727-200 HAD A TANK ENTRY FOR BOOST PUMP WIRING CHKS WAS WORKED BY BASE TECHNICIANS BUT INSPECTION BY A BASE INSPECTOR WAS NOT ACCOMPLISHED.

Narrative

ACFT XYZ WAS IN ZZZ NIGHT OF THE MAY/XA/99 HAVING AN AIRWORTHINESS DIRECTIVE DRIVEN COA ACCOMPLISHED FOR BOOST PUMP WIRING CHKS. THE SHUTOFF VALVES WERE FROZEN IN THE CLOSED POS; UNABLE TO OPEN. ACFT WAS NOT IN A CONDITION FOR FERRY TO MAINT STATION. FUEL TANK QUALIFIED MECHS WERE SENT IN TO REPLACE VIA A FUEL TANK ENTRY. THESE MECHS WERE LICENSED; HOWEVER; WERE OVERHAUL BASE QUALIFIED AND NOT MAINT RELEASE QUALIFIED. A TEAM LEADER WAS SENT WITH MECHS AND HE WAS MAINT RELEASE QUALIFIED AND A SUPVR. I THEN LEFT WORK; RETURNING THE TO MY NEXT SHIFT; WHEN I RECEIVED A PHONE CALL FROM THE OVERHAUL BASE INSPECTION SUPVR TELLING ME THAT THE ACFT FLEW TO WWW AND NEVER HAD AN INSPECTION ACCOMPLISHED BY AN INSPECTOR ON WORK ACCOMPLISHED IN FUEL TANK. (I TOLD HIM MECHS WERE UNDER THE DIRECTION OF A SUPVR WHO WAS MAINT RELEASE QUALIFIED AND THAT HE OBSERVED THE WORK; WAS CONFIDENT ON THE PROCS FOLLOWED; SIGNED ITEM OFF AND RELEASED THE ACFT.) THIS INFO WAS GIVEN TO ME BY MAINT CTLR WHO WAS COMING OFF HIS SHIFT. I WAS JUST STARTING MY SHIFT. WHEN THE INSPECTOR TOLD ME HE THOUGHT ACFT WAS ILLEGAL; I REPLIED TO HIM THAT I HAD TO TRUST THE DECISIONS MADE BY THE PRIOR SHIFT THAT THE ACFT WAS LEGAL.
