Synopsis

BEECH 1900 LANDS BOSTON LOGAN WITHOUT PROPER CLRNC.

Narrative

WE LANDED WITHOUT A CLRNC. WE HAD BEEN CLRED FOR 'THE VISUAL' TO RWY 4L AND TFC AT 12-1 O'CLOCK POS ON THE PARALLEL. OUR ACFT WAS MEL'ED FOR 'ZERO FLAPS' WHICH REQUIRES A CHKLIST OUT OF OUR FLT MANUAL. THE FO HAD THE RADIOS AND FOUND THE CHKLIST. I WAS PF. I CALLED FOR THE APPROPRIATE CHKLIST AND REALIZED THAT WHILE ALL ITEMS ON THE 'IN-RANGE LIST' WERE COMPLETE; THE LIST WASN'T RUN (1000 FT AGL). THE REMAINDER OF THE LNDG WAS NORMAL WITH THE EXCEPTION OF BEING A LITTLE LONG. TAXIING CLR THE FO NOTICED WE WERE STILL WITH APCH. WE GOT WITH 'GND' AND GOT A TAXI CLRNC. I CALLED THE BOS TWR SUPVR AND HE STATED NO ACTION WOULD BE TAKEN. CAUSES: UNSTERILE COCKPIT DISTRACTED FROM CALLING FOR 'IN-RANGE' LIST; APCH CTLR DIDN'T HAND US OFF TO TWR; FLAPS INOP; PROCS ACFT HANDLING CHARACTERISTICS REQUIRED MORE ATTN; I MISSED SWITCHING TO TWR AS CAPT/PF. PNF PAID TOO MUCH ATTN TO PARALLEL TFC BEHIND US AND TOO MUCH TIME WITH CHKLIST. STERILE COCKPIT IS KEY. NO FLT IS ROUTINE ENOUGH TO START SIGHT-SEEING INSTEAD OF CONDUCTING A FLT. I MISSED THE 'IN-RANGE.' DON'T TAKE FOR GRANTED; GET OVER-INVOLVED IN JUST MANEUVERING THE ACFT. MAKE SURE OTHER PERSON DOES HIS STUFF.
