NMAC BTWN A DEPARTING BEECH A36 AND A CESSNA 310 ON A PRACTICE ILS APCH. THE RPTING BEECH PLT WAS ISSUED A TA AND CANCELLATION OF A PREVIOUS HEADING CHANGE FROM THE TWR AND DID HAVE IN SIGHT THE C310.
AFTER COMPLETING OUR BUSINESS AT THE PAINT SHOP WE WERE DIRECTED BY WILLIAMS GATEWAY GND CTL TO RWY 12R FOR OUR TKOF. SWITCHING TO THE TWR; WE WERE CLRED FOR TKOF FOR THE RETURN TO SKY HARBOR ARPT. AFTER LIFTING OFF AND CLBING OUT ON A HDG OF 120 DEGS WE WERE ADVISED THAT 2 ACFT WERE IN THE PROCESS OF SHOOTING THE ILS ON RWY 30C. WE SAW ONE LAND AND STARTED LOOKING FOR THE SECOND ONE (A C310). WE REQUESTED THE NORMAL L HAND TURNOUT AND THE TWR OPERATOR CLRED US AND THEN RESCINDED HIS CLRNC AS THE C310 WAS IN THE PROCESS OF COMPLETING THE ILS APCH ON RWY 30C. AS WE STARTED A TURN BACK TO 120 DEGS FROM APPROX 140 DEGS WE COULD SEE THE C310 APPROX 500 FT BENEATH US AND APPROX 400 FT TO OUR R IN THE PROCESS OF MAKING HIS APCH. THE TWR THEN CAME ON AND ASKED IF WE SAW THE C310 AND WE SAID 'YES.' AT THIS POINT THE TWR WANTED TO KNOW OUR DEST AND ASKED THE PLT TO CALL THE TWR WHEN WE LANDED. WILLIAMS GATEWAY TWR WAS CONCERNED THAT THE C310 PLTS MIGHT FILE A RPT. AFTER LNDG AT SKY HARBOR ARPT THE PLT CALLED WILLIAMS GATEWAY TWR. THEY REQUESTED THE PLT'S NAME; ADDRESS; TELEPHONE NUMBER AND HIS CERTIFICATE NUMBER. THEY STATED THAT 'HE WOULD BE CONTACTED IF THEY DECIDED TO DO SOMETHING.' AS I WAS LEGALLY THE PIC; BUT NOT THE PLT FLYING THE PLANE DURING THE INCIDENT; I FEEL IT NECESSARY TO SEND YOU THIS RPT.
