Synopsis

NMAC. FLC OF A SAAB SF340 DSNDED IN RESPONSE TO A TCASII RA. APCH CTLR ADVISED OF TFC; A POP UP LEARJET JUST OBSERVED PASSING RPTR'S ACFT.

Narrative

WE WERE ENRTE FROM DTW-TOL. WE WERE HANDED OFF TO TOLEDO APCH. APCH ASSIGNED US 210 DEG HDG AND 4000 FT. THEY SAID THIS WOULD BE A VECTOR ACROSS THE FINAL FOR RWY 25 AT TOLEDO EXPRESS; BECAUSE OF INBOUND B727 TFC. WE WERE ABOUT 2-3 MI S OF THE LOC FOR RWY 25 WHEN WE RECEIVED AN RA ON THE TCASII TO DSND. I IMMEDIATELY BEGAN A RAPID DSCNT; APPROX 3000 FPM. THE FO QUESTIONED APCH ABOUT TFC. THEIR RESPONSE WAS NO TFC OBSERVED. A FEW SECONDS LATER APCH STATED TFC PASSING YOUR 4 O'CLOCK POS. DURING THIS TIME THE FO HAD VISUAL CONTACT ON A LEARJET PASSING DIRECTLY OVER THE TOP OF US OUT HER SIDE WINDOW. AT THIS TIME THE CTLR SAID HE MUST HAVE DEPARTED TOLEDO METCALF ARPT VFR. A MIN OR TWO LATER; WE HEARD THIS LEARJET CALL UP TOLEDO APCH FOR A CLRNC. WE THEN PROCEEDED TO THE TOLEDO EXPRESS ARPT FOR A NORMAL LNDG. I THEN CONTACTED OUR CHIEF PLT AND OUR SAFETY ADVISOR FOR THE DTW AREA. THE CHIEF PLT HAS TALKED WITH THE MGR OF TOLEDO APCH. THEY SAID THEY WOULD REVIEW THE TAPES TO SEE IF THE LEARJET DID VIOLATE THE CLASS C AIRSPACE.
