Synopsis

A DEPARTING KING AIR HAS AN NMAC WITH INBOUND TFC ON THE 45 DEG ENTRY FOR RWY 25R AT LGB; CA.

Narrative

I WAS APCHING LGB FROM THE NW. CTLR INSTRUCTED ME TO 'MAKE R TFC RWY 25R; RPT ESTABLISHED ON THE 45.' I COMPLETED WITH INSTRUCTIONS. ON THE 45 DEG; TWR INDICATED 'PROCEED INBOUND; YOUR TFC IS A KING AIR DEPARTING RWY 30; WILL BE R DOWNWIND DEP.' I INDICATED 'LOOKING FOR TFC.' CTLR ADVISED THE KING AIR OF MY POS. HE ALSO RPTED 'LOOKING FOR TFC; CAN I START MY R TURN NOW?' CTLR REPLIED 'AFFIRMATIVE; USE CAUTION.' THE KING AIR THEN TURNED. MY FIRST SIGHTING OF THE KING AIR WAS AT THAT TIME; IT WAS DIRECTLY IN MY PATH CLBING AND TURNING R. I EXECUTED A HARD R TURN TO AVOID HITTING THE KING AIR. APPROX DISTANCE 200-300 FT. I DON'T THINK THE KING AIR PLT EVER SAW MY AIRPLANE. IN MY OPINION; THIS OCCURRENCE COULD HAVE BEEN AVOIDED IF THE CTLR HAD INSTRUCTED THE KING AIR TO CONTINUE UPWIND UNTIL IT WAS ABOVE MY ALT AND CLR OF MY POS. I HAD A BAD FEELING AS SOON AS THE CTLR TOLD ME TFC WILL BE A KING AIR DEPARTING RWY 30R DOWNWIND. I KNEW THAT PATH WOULD BE ACROSS MY PATH IF ALLOWED TO CONTINUE. I COULD HAVE AVOIDED THE SIT BY CONTINUING E MAKING A BASE ENTRY RATHER THAN A STANDARD ENTRY. I DO FEEL THE CTLR WAS IN ERROR ALLOWING THE KING AIR TO TURN WITHOUT EITHER OF THE 2 ACFT RPTING THE OTHER IN SIGHT. AS FURTHER CORRECTIVE ACTION I AM CALLING THE AIR TFC MGR OF LGB TWR TO RPT THE SIT.
