CTLR CATCHES BIZJET CREW IN TRAINING FOLLOWING THEIR INSTRUCTOR'S DIRECTION BEGINNING APCH AND LEAVING ASSIGNED ALT WITHOUT CLRNC. ISSUED NEW CLRNC.

Narrative

WE HAD ASKED FOR RADAR VECTOR TO THE LOCALIZER AT CARTERSVILLE. WE WERE GIVEN A HDG WHEN THE INSTRUCTOR CAME ON AND TOLD US WE COULD NOT GIVE RADAR VECTOR AND CLRED US TO THE NDB; SAYING WE HAD TO DO THE APCH OURSELVES. WE WERE JUST ABOUT OVER THE NDB AT THE TIME AND I MISUNDERSTOOD THE CTLR TO BE CLRED FOR THE APCH. SO; BEING OVER THE NDB; I STARTED TO DSND TO 3400 FT AND ENTER THE HOLD. THROUGH 3600 FT; THE CTLR QUESTIONED ALT AND CLRED US BACK TO THE NDB AT 4000 FT AND THEN CLRED US FOR THE APCH AGAIN. SUPPLEMENTAL INFO FROM ACN 441773: UPON RECEIVING RADAR VECTORS TO THE LOC 19 AT UPC; WE WERE GIVEN A HDG WHEN THE INSTRUCTOR CAME ON AND TOLD US WE COULD NOT RECEIVE RADAR VECTORS AND WE WERE CLRED TO THE NDB SAYING WE HAD TO CONTINUE THE APCH OURSELVES. WE WERE NEAR THE NDB (5 MI) AND THEN WE MISUNDERSTOOD THE CTLR TO BE CLRED FOR THE APCH. OVER THE NDB WE STARTED TO DSND TO 3400 FT AND ENTERED HOLD THROUGH 3600 FT AND THE CTLR QUESTIONED ALT AND CLRED US BACK TO NDB AT 4000 FT AND CLRED US FOR APCH AGAIN.
