Synopsis

F100 PIC INITIATES EVASIVE TCASII MANEUVER AS CTLR ISSUES VISUAL SEPARATION; DSCNT CLRNC TO B757.

Narrative

WE (ACFT X) HAD JUST BEGUN A SCHEDULED FAR PART 121 FLT FROM PBI TO RDU. WE WERE APPROX 40 MI NE OF PBI AND HAD BEEN CLRED TO MAINTAIN 15000 FT. AS WE PASSED 14000 FT FOR 15000 FT; I HEARD MIA INSTRUCT A B757 (ACFT Y) TO MAINTAIN 16000 FT AND CTR CALLED OUT TFC AS A FOKKER F100 TO LEVEL AT 15000 FT (US). IMMEDIATELY AFTER TALKING TO ACFT; ZMA CALLED THEM OUT TO US AS A B757 TO LEVEL AT 16000 FT. I DON'T RECALL THE DISTANCE CALLOUT; BUT THE RELATIVE POS TO US WAS STATED AS 10 O'CLOCK. I PICKED UP THE TFC AND ACKNOWLEDGED CONTACT WITH ZMA. UPON ACKNOWLEDGING WE HAD TFC; ZMA INSTRUCTED US TO MAINTAIN VISUAL CONTACT WITH THE B757 AND THAT THE B757 WOULD BE CLRED TO DSND THROUGH OUR ALT. I ACKNOWLEDGED WITH A CALL SIGN AS I WAS SIZING UP THE SIT. I DON'T BELIEVE ACR EVER ACKNOWLEDGED US IN SIGHT. HERE'S THE SIT. WE WERE ON A CONVERGING COURSE WITH ACR AND WE WERE ACTUALLY IN THE LEVELOFF AT 15000 FT. ACR WAS CLRED TO DSND THROUGH OUR ALT TO WHAT I FOUND OUT FROM CTR WAS 7000 FT (THEIR CLRED TO ALT). WHEN I ACKNOWLEDGED HAVING TFC; I DID NOT EXPECT CTR TO CLR THEM THROUGH OUR ALT -- IT JUST WASN'T GOING TO WORK. IMMEDIATELY AFTER I ACKNOWLEDGED WITH OUR CALL SIGN TO MAINTAIN VISUAL SEPARATION; I QUERIED CTR AS TO ACR CLRNC ALT. ABOUT THIS TIME WE RECEIVED AN RA TO 'REDUCE CLB.' WE WERE AROUND 14400 FR FOR 15000 FT. ABOUT THIS TIME ACR INFORMED ZMA THEY WOULD LEVEL OFF UNTIL PAST US. WE THEN RECEIVED A 'MONITOR VERT SPD' AT WHICH TIME THE FO (WHO WAS FLING) DSNDED TO JUST ABOVE 14000 FT. THIS WHOLE SCENARIO PLAYED OUT IN APPROX 30-45 SECONDS. IT WAS A BAD CLRNC ISSUED BY CTR AS WE HAD NOWHERE TO GO WITHOUT DEVIATING FROM OUR ASSIGNED CLRNC. WE COULDN'T CLB WITHOUT BUSTING OUR ASSIGNED ALT. WE COULDN'T TURN BEHIND OR AHEAD OF ACR AS WE DIDN'T KNOW WHAT HE WAS GOING TO DO. AND; WE COULDN'T REALLY DSND -- WE WERE STUCK. I WOULD IMAGINE ACR RECEIVED AN RA ALSO. LESSON: NEVER CALL OUT TFC -- IT CAN BITE YOU!
