CMH CTLR CONCERNED WITH CMH RWY 10L&R PRESCRIBED PROC TO SEPARATE ACFT ON APCH TO RWYS 10 FROM BANNER TOW ACFT OPERATING ABEAM OM AT OHIO STATE UNIVERSITY STADIUM.
FOOTBALL SEASON IS RIGHT AROUND THE CORNER. THAT BRINGS THE BANNER TOWING ACFT TO THE OHIO STATE UNIVERSITY STADIUM; WHICH IS JUST OUTSIDE THE FAF'S FOR OUR RWY 10R&L AT CMH. A COUPLE YRS BACK; FSDO GOT THEIR NOSES INTO THE BUSINESS AND RESTR BANNER TOW OPS TO NO LOWER THAN 2200 FT MSL. THIS PUTS THESE ACFT IN TOO CLOSE OF A PROX TO ACFT ON THE ILS RWY 10R&L APCHS INTO CMH. THE CMH SOP HAS BEEN AMENDED WHEREBY THE CTLR IS PUT INTO A RATHER COMPROMISING POS. THE SOP STATES 'ACFT MAKING AN ILS APCH SHALL BE INSTRUCTED TO MAINTAIN 2700 FT AFTER PASSING THE OM. BTWN 5-6 MI FROM THE ARPT; AND CLR OF THE STADIUM AREA; ADVISE THE ACFT TO CONTINUE DSCNT FROM 2700 FT.' THIS IS DIRECTLY IN CONFLICT WITH ORDER 7110.65L PARAGRAPH 5-9-1B WHICH STATES THAT ACFT SHALL NOT BE VECTORED ABOVE THE GS. THIS PROC RESULTS IN AN UNSTABILIZED APCH. THE BANNER TOW ACFT SHOULD BE GIVEN A WAIVER TO OPERATE AT A LOWER ATL TO ALLEVIATE THIS PROB. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT THE OHIO STATE UNIVERSITY SPORTS STADIUM IS LOCATED JUST N OF THE OM FOR RWY 10L. WHEN WIND CONDITIONS DICTATE A RWY 10 OP; CTLRS MUST ISSUE A RESTR TO 'MAINTAIN 2700 FT UNTIL PASSING THE OM' DUE TO BANNER TOWING ACTIVITIES. BANNER TOW ACFT ARE RESTR TO REMAIN CLR OF THE FINAL APCH COURSE; N OF THE STADIUM AT 2200 FT. THE RPTR ADVISED THE NORMAL RWY CONFIGN IS FOR RWYS 28. WHEN DEPARTING THE RWYS 28; ACFT ARE ASSIGNED AN IMMEDIATE TURN TO REMAIN CLR OF THE BANNER TOW ACTIVITY. THE CTLR BELIEVES THAT THE PLT IS PUT INTO AN UNSTABLE APCH CONFIGN IF HE IS REQUIRED TO MAINTAIN 2700 FT UNTIL PASSING THE OM -- PUBLISHED OM XING RESTR IS 2681 FT TO REMAIN ON THE GS. THE CTLR WANTS FSDO TO REVERSE ITS RESTRS AND ALLOW BANNER TOWING TO OPERATE AT A LOWER ALT; PROVIDING MORE VERT SEPARATION FROM ACFT CONDUCTING RWY 10 APCHS.
