AN EMBRAER 120 ON APCH AT 1000 FT AGL DECLARED AN EMER AND MADE MISSED APCH DUE TO ELECTRICAL BUS PWR FAILURE CAUSED BY A FAILED CIRCUIT BREAKER.
ON ILS RWY 5R CLE IN IMC; MULTIPLE WARNING ON MISSED APCH AND AREA WARNINGS BEGAN. FO RADIO BECAME USELESS; GEAR INDICATED UP; OR NOT DOWN AND LOCKED. DID GAR; MISSED APCH; CONTACTED ATC (CAPT); FLEW TO 4000 FT MSL RWY HDG. LOST T6 AND TORQUE GAUGES. CONTACTED MAINT (CAPT). DID EMER GEAR EXTEND PROC AFTER GIVING PLANE TO CAPT. COMPLETED CHKLIST AND GEAR INDICATED DOWN; BUT NOT LOCKED. DID FLY-BY AND TWR SAID GEAR LOOKED DOWN. THEN PROCEEDED TO DO VISUAL TO RWY 5R; BEFORE LNDG CHKLIST; AND LANDED UNEVENTFULLY ON RWY 5R. NO INJURIES; NO INCIDENTS. PROB OCCURRED DUE TO MASSIVE ELECTRICAL SYS FAILURE CAUSING MULTIPLE COMPONENT FAILURES. EFIS; INSTS; RADIOS; AND GEAR INDICATIONS. CORRECTIVE ACTION WAS FOCUSING ON MAIN PROB/GEAR DOWN AND LNDG SAFELY; KEEPING COM ACTIVE IN A DIFFICULT; LOUD ENVIRONMENT; EVEN WHEN INDICATIONS WERE THAT THERE WERE SEVERAL FAILURES AT ONE TIME. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CIRCUIT BREAKER THAT FAILED SUPPLIED PWR TO THE FO'S RADIOS; FLT INSTS; #2 ENG INDICATIONS AND LNDG GEAR INDICATION AND CTL. THE RPTR CLAIMS THE CIRCUIT BREAKER WAS LOCATED BEHIND A PANEL ON THE CAPT'S SIDE AND WAS NOT ACCESSIBLE TO THE CREW.
