A FALCON 50 FO REFUSES THE TURN ISSUED BY ZDV CTLR AND HAS AN INCIDENT RPT FILED WHILE E OF BFF; NE.

Narrative

THIS WAS FILED; IFR; ROUND-ROBIN; LNK-BFF-LNK. IN 'REMARKS' WAS 'RVSM CERTIFICATION TEST FLT; NO ALT CHANGES; NO TURNS. REQUESTED BLOCK ALT OF FL310-FL350; 30 MINS W AND 30 MINS E.' AT XA22 (XA42Z) ATC FREQ 134.575 (ZDV) ASKED TO TURN R 15 DEGS. COPLT SAID 'UNABLE.' ATC 'WHY?' COPLT 'THIS IS A RVSM CERTIFICATION FLT; WE REQUESTED NO CHANGES OR TURNS. ATC SAID 'YOU'RE GOING TO HIT ANOTHER PLANE IF YOU DON'T.' I; CAPT; TOOK OVER RADIO AND ASKED IF HE COULD GIVE THE OTHER ACFT A TURN. HE SAID HE WASN'T TALKING TO HIM. I ASKED COULD HE TALK TO THE OTHER CTR; THAT THE TEST FLT WAS EXPLAINED IN THE REMARKS SECTION. HE SAID 'I'LL SEE WHAT I CAN DO.' NEXT XMISSION WAS REQUESTING THE NAME AND PHONE NUMBER OF THE ENGINEER IN CHARGE. I GAVE THE NAME ON MY CERTIFICATE SHEET. I WAS NEVER GIVEN THE TURN. MY TCASII ON 40 NM RANGE. NEVER SHOWED A TARGET. I ASKED FOR A PHONE NUMBER. AFTER I GOT THE NUMBER; I ASKED FOR CTLR'S INITIALS -- HE REFUSED. I CALLED THE NUMBER ON THE FLT PHONE. I GOT 'WATCH DESK.' HE TOLD ME THE 'REMARKS' SECTION OF FLT PLAN DOES NOT MEAN ANYTHING. I TOLD HIM I HAD DONE ANYTHING AND EVERYTHING I COULD TO DO THE RIGHT PROC. HE SAID HE DIDN'T CARE; THAT HE GOT A REFUSAL. I TOLD HIM; I NEVER REFUSED THE TURN. HE SAID A MALE VOICE HAD SAID 'UNABLE' THEREFORE HE WAS GOING TO SEND IN AN INCIDENT RPT. WHEN I LANDED; I FOUND OUT THE ENGINEER BY MISTAKE HAD GIVEN HIS OLD ROUTINE VERSUS TURNS OK; (15 MINS EACH WAY). I HAD A REPRESENTATIVE FROM COMMON RADIO NOT XYZ AVIATION DOING THE TEST DATA. REPRESENTATIVE SAID THE 'IGS' SYS'S INTEGRITY WAS IN DOUBT (THE SATELLITE CLOCKS WERE RESET THAT DAY. THEY NEED MORE DATA. I DID EVERYTHING RIGHT I KNEW TO DO. THE CTLR DID NOT KNOW WHAT RVSM WAS. THIS WAS NOT MY FAULT. MORE INFO TO CTR FROM FAA ADVISED.
